Youth Opportunities Committee Request for Proposal (June 18, 2009)

The Youth Opportunities Committee has been awarded 4 million dollars for the 2009-2010 program year to initiate pilot projects and targeted initiatives to serve youth who are between the ages of 14 – 21, low income and who have a barrier. As provided for in the Workforce Investment Act, barriers for youth are: deficient in basic literacy skills, a school drop-out, homeless, a runaway or a foster child, a pregnant or parenting teen, an offender, or an individual who requires additional assistance to complete an educational program, or secure and hold employment.

Given this opportunity, the Youth Opportunities Committee is seeking proposals from Regional Workforce Boards (RWB) and other entities that target Florida’s neediest youth and maximize leveraged resources. Proposals will be funded for a one-year contract and although a dollar cap has not been established, most projects should limit their funding requests to $500,000. Proposals showing leveraged funds and sustainability or replicability will have a greater chance of being funded. For non RWB entities, partnerships with local RWBs are highly encouraged.

Although the Committee is requesting all types of proposals serving the above mentioned youth population, several targeted areas or activities have been identified by the Youth Opportunities Committee and are as follows:

  1. Florida’s Neediest Youth which include:
  • Children of incarcerated parents
  • Court-involved youth
  • Youth at risk of court involvement
  • Homeless and runaway youth
  • Indian and Native American Youth Migrant youth
  • Out-of-school youth
  • Youth most at risk of dropping out
  • Youth in or aging out of foster care
  • Youth with disabilities
  1. Improvements in Literacy  & Numeracy Rates
  2. Alternative Education Opportunities (to include long distance or virtual)
  3. Training leading to receipt of industry recognized credentials, if available, in high growth sectors such as emerging technologies, green jobs, and S.T.E.M (science, technology, engineering and math)
  4. Rural Career Academy Development

Several Points about the ‘Project Connect’ initiative:

  • A major goal of this project is to establish or strengthen the local collaboration between groups that serve youth, particularly youthful offenders. Applications should really emphasize that collaboration. The idea is to foster communications, referrals and planning between local partners so that the program is multi-faceted and yet united or connected.
  • This project is funded by WIA & TANF. Please note the limitations on the youth that can be served with TANF funds.
  • WFI intends that this will be a two-year initiative with the funding you request split between 2004-05 and 2005-06. Please note that the 2004-05 TANF funds will need to be spent by June 30, 2005. There will be new TANF funds provided for 2005-06.
  • Please note the language concerning community-based and faith-based organizations.
  • There is a dollar-for-dollar match requirement. Whatever amount you are seeking from WFI must be equaled by local funds. If you are able to obtain a greater than 1:1 local match, your application will receive extra points.

Replication of the CHOICE Career Institute (August 2, 2004--updated August 12, 2004)

Below is a ‘Notice of Intent to Offer’ for the Community High Okaloosa Institutes for Career Education (CHOICE) replication project. This is NOT a formal RFP but simply a request for regions that may interested in funding for this project to obtain letters of interest from required local partners and advise WFI that the region intends to submit a proposal when the RFP is issued. RWBs that do not submit a ‘Notice of Intent to Offer’’, however, WILL NOT be eligible to offer a proposal when the RFP is issued.

This project is an initiative of the First Jobs/First Wages Council and is a product of the ‘Strengthening Youth Partnerships’ meetings that brought together numerous state agencies and other stakeholders which provide services to youth. The F/F Council has identified up to $1.4 million to fund this project and another project targeting juvenile offenders. Those funds may be used entirely for either or, preferably, both projects. Funding will be a combination of WIA and TANF.

We are only allowing a short period of time for submittal of this ‘Notice of Intent to Offer’ because it only requires that RWBs obtain letters from local youth partners to be responsive.

State-level Dislocated Worker Funds available to transition dislocated workers into teaching careers. At its April 22nd meeting, Workforce Florida’s Executive Committee made available up to $250,000 in state-level dislocated worker funds to assist workers, particularly those with bachelors’ degrees in math or science, transition into a teaching career. Those regions with counties that have the highest demand for teachers--Dade, Broward, Palm Beach, Hillsborough and Orange--are given priority for these funds, but all regions may apply. Information about the estimated number of teachers needed this fall, by county, is available at: http://www.workforceflorida.com/wages/wfi/bcs/

(see Action Item 2). Funds will be allocated on a first come, first serve basis and will be capped at $2,500 per trainee. Regions are requested to complete and submit a funding request form which can be obtained on the WFI website at: http://www.workforceflorida.com/wages/wfi/rfp/index.html. These funds must be utilized by December 31, 2003. Please provide a brief description of how your region will utilize the funds. Regions will be required to provide a final report by 12-31-03. NOTE: Detailed budgets are not required. All requests will be evaluated on the demonstrated need for teachers in the region, how effectively dislocated workers can be transitioned into teaching particularly into the math/science area, and that target placement in the fall in a school district. Requests are due by close of day May 16, 2003.

Funding Opportunities for Regional Workforce Boards
During the February 20th Better Jobs/Better Wages Council meeting, members were apprised of the availability of additional FY 2002-2003 Council TANF funds. The Council approved surveying all CARC II grant recipients to determine if they could utilize additional FY 2002-2003 funds in support of existing CARC II programs. That survey communication and the application form were emailed to CARC II grant recipients on Thursday, March 20th with a request for return by April 11, 2003. $700,000 in state level TANF funds available to Regions for Business Outreach. The Workforce Florida Executive Committee, on Wednesday, March 19, approved a proposal from the Better Jobs/ Better Wages Council to allocate $700,000 dollars of the Council’s TANF funds to local Regional Workforce Boads to fund outreach to primary county economic development organizations, businesses/employers, non profit community groups and local training providers. The focus of the outreach would be to develop a plan of action with local partners to identify, address and minimize the negative impact of the war/terrorism on the community.
