FCAT Intervention Services (September 15, 2004) WFI is awarding this RFP to Jobs for Florida's Graduates In its Appropriations Bill, the 2004 Legislature earmarked $400,000 in federal funds allocated to Workforce Florida, Inc. to seek competitive proposals for intervention services for Florida students who have failed the Florida Comprehensive Assessment Test (FCAT) and therefore run the risk of either dropping out of school or facing significant obstacles to full-time employment. The below Request for Proposals is issued in response to that charge from the Legislature. We encourage your participation.

Replication of the CHOICE Career Institute (August 2, 2004--updated August 12, 2004) Below is a ‘Notice of Intent to Offer’ for the Community High Okaloosa Institutes for Career Education (CHOICE) replication project. This is NOT a formal RFP but simply a request for regions that may interested in funding for this project to obtain letters of interest from required local partners and advise WFI that the region intends to submit a proposal when the RFP is issued. RWBs that do not submit a ‘Notice of Intent to Offer’’, however, WILL NOT be eligible to offer a proposal when the RFP is issued. This project is an initiative of the First Jobs/First Wages Council and is a product of the ‘Strengthening Youth Partnerships’ meetings that brought together numerous state agencies and other stakeholders which provide services to youth. The F/F Council has identified up to $1.4 million to fund this project and another project targeting juvenile offenders. Those funds may be used entirely for either or, preferably, both projects. Funding will be a combination of WIA and TANF. We are only allowing a short period of time for submittal of this ‘Notice of Intent to Offer’ because it only requires that RWBs obtain letters from local youth partners to be responsive.
Deadline for submission: Revised Due Date of August 25, 2004; 5pm EDT NOTE: This ‘Notice of Intent to Offer’ does not oblige the regional board to submit a proposal when the RFP is issued nor does it commit the RWB nor any of its local youth partners to matching funds at this time. The project does require matching funds, however, and those funds will need to be identified and committed when responding to the RFP. It is our plan to issue the RFP as soon as possible after receipt and evaluation of these notices of intent.
Skills Upgrade Training for Rural Communities (July 16, 2004--updated August 12, 2004) Purpose: To fund skills upgrade training for existing workers employed in a business located within a ‘rural community’. WFI will not accept grant applications that propose training for businesses that are NOT located in a ‘rural community.’ The business(es) must also fall within a targeted industry as designated by Enterprise Florida, Inc. (see list of EFI targeted industries in the documents below). Employers must be private sector, for-profit businesses. This initiative is similar to the ‘Employed Worker Training’ initiative for 2003-04 except the High Skills/High Wages Council wishes to limit this training to rural communities only.

This initiative is similar to the ‘Employed Worker Training’ initiative for 2003-04 except the High Skills/High Wages Council wishes to emphasize manufacturing jobs and rural areas for this training.
