Pilot Site for Supported Employment Training and Technical Assistance
Funding Source: This effort is funded by the Florida Developmental Disabilities Council, Inc.( FDDC) through the FloridaCenter for Inclusive Communities, a UniversityCenter for Excellence in Developmental Disabilities through the University of South Florida
Funding Award: One, three-day, and three, two-day training sessions for each pilot site, as well as follow-up technical assistance, and networking opportunities will be delivered by a team of state and nationally recognized experts
Eligibility: Pilot sites are geographic areas with a lead agency or organization that will partner with other stakeholder in that area. Applications are open to any supported employment stakeholder (e.g., Community Rehabilitation Providers, Supported Employment Providers, School Districts, Business Leadership Networks, Vocational Rehabilitation Area offices, Agency for Persons with Disabilities District offices, etc.)
Description: The purpose of this project is to build an infrastructure which will sustain a high level of training and technical assistance on an ongoing basis. This project, the Supported, Competitive, Integrated Employment Training Team project, which is in its third year has already provided training and technical assistance and continues to support pilot sites in Pensacola, West Palm Beach, Panama City, Osceola, Brevard, and Broward. In this third year, the project will support two additional pilot sites throughout the State of Florida. These efforts will continue to lay the groundwork for building a sustainable training and technical assistance system to address an array of options with supported employment supports and services for community rehabilitation providers, families and individuals with disabilities, and other stakeholders in Florida

Veteran Stand Down Awards
Funding Source: The U.S. Department of Labor (USDOL), Veterans' Employment and Training Service (VETS)
Funding Amount: VETS anticipates that up to $400,000 will be available in each of the three fiscal years for grant awards of up to a maximum of $10,000 per multi-day event (more than one day), and a maximum of $7,000 for a one (1) day event. VETS expects to award approximately forty-five (45) grants each fiscal year. Availability of Fiscal Year 2009, and Fiscal Year 2010 funds will be dependent upon Congressional appropriations. Stand Down funding is a non-competitive grant awarded on a first-
come, first-served basis until available residual funding is exhausted.
Eligibility: Eligible applicants will generally fall into one of the following
categories:State and local Workforce Boards, Veteran Service Organizations, local public agencies, and non-profit organizations including community and faith-based organizations. Current competitive HVRP grantees are not eligible for a separate
non-competitive Stand Down grant award as described in the announcement. Current competitive HVRP grantees are authorized to utilize existing funds for Stand Down purposes.
Description: A Stand Down is an event held in a local community where homeless veterans are provided with a wide variety of social services in one location. Any events approved in Fiscal Year 2008 must be held prior to 12/31/08. For the purpose of this Stand Down grant award, applicants must plan (and indicate in writing in their grant application package) to provide the following minimum services to homeless veteran participants: Department of Veterans Affairs medical and mental health services;
Department of Labor--State Workforce Agency employment and training services to include Disabled Veterans' Outreach Program and Local Veterans' Employment Representatives participation where available; an assortment of hot and/or cold foods to provide to homeless veteran participants; an assortment of clothing appropriate for the local climate to provide to homeless veteran participants; and Referral services to secure emergency housing on-the-spot for homeless veteran participants.

Volunteer Income Tax Assistance (VITA) Program (Repeat)
Funding Source: U.S. Internal Revenue Service
Funding Amount: Applicants must also provide matching funds on a dollar-for-dollar basis. Matching funds consist of cash, computer hardware and software and third-party, in-kind contributions. Funding from other federal grants cannot be counted as matching funds.
Eligibility: A private or public non-profit organization qualifying for tax exemption under IRC 501, a state or local government agency, a regional, statewide or local coalition with one lead organization that meets one of the eligibility criteria stated above.
Description: The Community VITA grant program is the first of its kind at the IRS. In December 2007, Congress appropriated funds to the IRS to establish and administer a one-year matching grant program in consultation with the Taxpayer Advocate Service. The VITA program offers free tax help for low-to-moderate income individuals for tax return preparation. Under the grant program, the IRS will award matching grants to extend services to underserved populations and hard-to-reach areas, both urban and non-urban. The grants will also be used to increase the capacity to file returns electronically and enhance training of volunteers at VITA sites.

Technology-Based Learning (TBL) Initiative (Repeat)

Funding Amount: Awards: 20; Estimated Total Funding: $10,000,000; Award Ceiling: $500,000, Award Floor: $100,000. Cost Sharing: Yes
Eligibility: The applicant must be either: • An accredited educational institution in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • A private provider of workforce system services determined to be tax exempt under section 501(C) of the Internal Revenue Code, including registered apprenticeship sponsors, in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • A One-Stop Career Center as established under Section 121 of WIA, [29 USC 2841], in partnership with a state or local Workforce Investment Board. The eligible applicant for One-Stop Career Centers is the One-Stop Operator, as defined under Section 121(d) of WIA [29 USC 2841(d)], on behalf of the One-Stop Career Center. The One-Stop applicant must have a letter of commitment from the state or local Workforce Investment Board, and demonstrate that the Workforce Investment Board, or its designated fiscal agent, will serve as the fiscal agent for the grant by clearly providing the legal name and the Employer Identification number of the fiscal agent. The Workforce Investment Board’s support and involvement in the project should be detailed in the letter of commitment. Applications from One-Stop Career Centers without a letter of commitment from their Workforce Investment Board will be considered non-responsive and will not be reviewed. • An employer or industry association in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • Private, for-profit organizations in partnership with a Workforce Investment Board. Description: The purpose of the Initiative is to expand access to training resulting in an increased number of workers trained, particularly in high-growth, high-demand occupations, and to meet the needs of industry for skilled employees. Applicants must seek to train individuals towards attainment of an industry or occupationally recognized certificate or credential. Funds available under this Solicitation may only be used for projects that provide training in the occupations and industries for which employers use H–1B visas or those related activities necessary to support training in such occupations and industries.

Eligibility: Public and non-profit entities, including faith-based and community organizations. Applicants in rural counties or eligible rural census tracts within and urban county. Applicant providing services exclusively to migrant and seasonal farm workers in rural areas and is supported by Section 330G of the Public Health Service Act. Federally recognized Native American Tribe or Tribal Organizations that will deliver services on a Reservation or federally recognized Tribal lands. Description: This program encourages the development of new and innovative health care delivery systems in rural communities that lack essential care services. Family Literacy Grants Program (Repeat)

Eligibility: The organization must have current non-profit or public status and have been in existence for two or more years as of the date of the application; the organization must have maintained fiscal accountability;
the organization must operate an instructional literacy program that has been in existence for at least 2 years and includes one or more of the following components: literacy for adults, parent education, pre-literacy or literacy instruction for children pre-k to grade 3, and intergenerational literacy activities (Parent and Child Together time or P.A.C.T. time).
Description: to develop or expand projects that are designed to support the development of literacy skills for adult primary care givers and their children. Family Literacy programs funded through the Foundation's National Grant Program must include all of the following components: Reading instruction for parents or primary care-givers (pre-GED/GED/ESL etc.), literacy or pre-literacy instruction for children Intergenerational activities where the parents/primary caregivers and children come together to learn and to read. Programs can also include additional components such as parent support groups, parent involvement, home visits, job training etc.
