Eligibility: Be a Florida county, municipality, special district or nonprofit organization that has legal responsibility for the provision of solid waste management.
Description: The applicant must: demonstrate technologies or processes that represent a novel application of an existing technology or process to recycle or reduce waste, or that overcome obstacles to recycling or waste reduction in new or innovative ways; demonstrate innovative processes to collect and recycle or reduce materials targeted by the department and the recycling industry; or demonstrate effective solutions to solving solid waste problems resulting from waste tires, particularly in the areas of enforcement and abatement of illegal tire dumping and activities to promote market development of waste tire products.

Rural Health Network Development Planning Grant Program

Eligibility: Public and non-profit private entities, including faith-based and community organizations. The grantee must meet the following requirements: The applicant organization must be located in an eligible rural county or a rural census tract of a metropolitan county (list included in application materials and on program website
and all grant activities must support rural areas. Existing networks that seek to expand services or expand their service area are not eligible to apply for this program. Applicant providing services exclusively to migrant and seasonal farm workers in rural areas and is supported under Section 330G of the Public Health Service Act. Federally recognized Native American Tribe or Tribal Organization that will deliver services on a Reservation or federally recognized Tribal lands. The applicant organization must represent three or more separately owned entities. Funding Preference: Those applicants where the service area is located in officially designated health professional shortage areas (HPSAs) or medically underserved communities (MUCs) or serve medically underserved populations (MUPs);(2)Applicants whose projects focus on primary care, and wellness and prevention strategies.
Description: To provide support to entities that need assistance to plan, organize and develop a health care network because they do not have a significant history of collaboration and are not sufficiently evolved to apply for a three year Rural Health Network Development Grant. This support may be sufficient to jumpstart a network into becoming operational and developing strategies for becoming sustainable. The grant program supports one year of planning to develop and operationalize health care networks, consisting of at least three health care providers in rural areas. Identify potential collaborating network partners in the community/region. Convene potential collaborating network partners, conduct planning activities, which could include undertaking a community assessment identifying the most critical need of potential network partners to ensure their viability.

Technology-Based Learning (TBL) Initiative (repeat)

Eligibility: The applicant must be either: • An accredited educational institution in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • A private provider of workforce system services determined to be tax exempt under section 501(C) of the Internal Revenue Code, including registered apprenticeship sponsors, in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • A One-Stop Career Center as established under Section 121 of WIA, [29 USC 2841], in partnership with a state or local Workforce Investment Board. The eligible applicant for One-Stop Career Centers is the One-Stop Operator, as defined under Section 121(d) of WIA [29 USC 2841(d)], on behalf of the One-Stop Career Center. The One-Stop applicant must have a letter of commitment from the state or local Workforce Investment Board, and demonstrate that the Workforce Investment Board, or its designated fiscal agent, will serve as the fiscal agent for the grant by clearly providing the legal name and the Employer Identification number of the fiscal agent. The Workforce Investment Board’s support and involvement in the project should be detailed in the letter of commitment. Applications from One-Stop Career Centers without a letter of commitment from their Workforce Investment Board will be considered non-responsive and will not be reviewed. • An employer or industry association in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • Private, for-profit organizations in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board.
Description: The purpose of the Initiative is to expand access to training resulting in an increased number of workers trained, particularly in high-growth, high-demand occupations, and to meet the needs of industry for skilled employees. Applicants must seek to train individuals towards attainment of an industry or occupationally recognized certificate or credential. Funds available under this Solicitation may only be used for projects that provide training in the occupations and industries for which employers use H–1B visas or those related activities necessary to support training in such occupations and industries.

Description: Grantees use the Federal AFI program awards to support and administer AFI projects that assist low-income individuals and families in becoming economically self-sufficient. A primary feature of each AFI project is that project participants are given access to special matched savings accounts called an Individual Development Accounts (IDAs). Participants receive up to $2,000 per individual or $4,000 per household from the Federal AFI grant and at least an equal amount in non-Federal funds as match funds for their IDA savings. After saving earned income in the IDA for a number of months or years, participants use their IDA savings and match funds for qualified purchases including homeownership, business capitalization or to obtain higher education or training. Participants may transfer their IDA savings to an IDA owned by their spouse or a dependent. In addition to enabling participants to save in an IDA, grantees also ensure that participants have access to financial literacy education and coaching including training on money management and consumer issues.

2009 Small Business Innovation Research Program - Phase I

Description: The purpose of the SBIR program is to provide an opportunity for US-owned, for-profit small business firms to submit innovative, applied, research and development projects that address important problems facing American agriculture and have the potential to lead to significant public benefit if the research is successful. Research proposals are accepted in any of the following topic areas: 1) Forests and Related Resources; 2) Plant Production and Protection - Biology; 3) Animal Production and Protection; 4) Air, Water, and Soils; 5) Food Science and Nutrition; 6) Rural Development; 7) Aquaculture; 8) Bio-fuels and bio-based products; 9) Marketing and Trade; 10) Animal Manure Management; 11) Small and Mid-Size Farms; and 12) Plant Production and Protection - Engineering. The SBIR program exists in three phases. The purpose of Phase I is to prove the scientific or technical feasibility of the proposed research and development effort. Phase I projects typically are for 8 months. Phase II is the principal research and development effort and often involves moving the project from the laboratory to the field or the development of prototypes. Phase II projects typically are for 24 months. Phase III is the commercialization phase and there is no SBIR support provided for this phase.

Funding Award: Award recipients will be honored at NASWA's Annual Conference, September 16-19, 2008, in Charleston, South Carolina.
Eligibility: only one nomination for each category per state is accepted. See each individual award category for specifics as well as submission guidelines.
Description: Five Award Areas: Eagle Award -The Eagle Award honors a senior individual of a state workforce agency (administrator, deputy administrator, or program director) of a state workforce agency or other agency/organization responsible for workforce development, unemployment insurance, employment, or labor market information services, who soars to new heights in efforts to serve employers and workers in the United States. Elected officials are not eligible for the Eagle Award, unless the workforce agency administrator is an elected position.
SEAL Award - State Excellence Award for Leadership honors a state, not an individual, for a workforce related program, project or initiative, which addresses an issue or challenge. The program, project, or initiative should be innovative, a new way to address an issue or challenge, or results in significant improvement of services or performance. Changes in existing programs, projects or initiative, which result in significant improvement of services or performance, is acceptable.
James F. Walls Award -The James F. Walls Award has two categories, one to recognize an individual and one to recognize a team. The award was created in memory of its namesake, an employee of the South Carolina Employment Security Commission, who was killed while performing his duties. The James F. Walls Workforce Agency Employee of the year Award honors an employee whose conduct demonstrates his or her outstanding dedication to customers and colleagues, and extraordinary service to the local community. The James F. Walls Team Award honors a local office, one-stop center, central office division or unit, or a special team (established or ad-hoc) which demonstrates extraordinary service in its assignment area, functions, local community or area.
Merrill Baumgardner Award -The Merrill Baumgardner Award is sponsored by the Information Technology Committee. It recognizes an individual who has demonstrated excellence in the field of automation in a state workforce agency.
Mark Sanders Award -The Mark Sanders Award is sponsored by the Veterans' Affairs Committee. It recognizes a local office/one-stop center that has provided exceptional services to disabled veterans seeking employment assistance. This is a team award; it is not intended as an award for an individual's performance.
