Technology-Based Learning (TBL) Initiative

Eligibility: The applicant must be either: • An accredited educational institution in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • A private provider of workforce system services determined to be tax exempt under section 501(C) of the Internal Revenue Code, including registered apprenticeship sponsors, in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • A One-Stop Career Center as established under Section 121 of WIA, [29 USC 2841], in partnership with a state or local Workforce Investment Board. The eligible applicant for One-Stop Career Centers is the One-Stop Operator, as defined under Section 121(d) of WIA [29 USC 2841(d)], on behalf of the One-Stop Career Center. The One-Stop applicant must have a letter of commitment from the state or local Workforce Investment Board, and demonstrate that the Workforce Investment Board, or its designated fiscal agent, will serve as the fiscal agent for the grant by clearly providing the legal name and the Employer Identification number of the fiscal agent. The Workforce Investment Board’s support and involvement in the project should be detailed in the letter of commitment. Applications from One-Stop Career Centers without a letter of commitment from their Workforce Investment Board will be considered non-responsive and will not be reviewed. • An employer or industry association in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • Private, for-profit organizations in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board.
Description: The purpose of the Initiative is to expand access to training resulting in an increased number of workers trained, particularly in high-growth, high-demand occupations, and to meet the needs of industry for skilled employees. Applicants must seek to train individuals towards attainment of an industry or occupationally recognized certificate or credential. Funds available under this Solicitation may only be used for projects that provide training in the occupations and industries for which employers use H–1B visas or those related activities necessary to support training in such occupations and industries.

Description: Innovative projects that provide services in rural areas to runaway and homeless youth through Basic Center Programs (BCP) using a host home model. BCPs provide an alternative for runaway and homeless youth, who might otherwise end up with law enforcement or in the child welfare, mental health, or juvenile justice systems. Each BCP must provide runaway and homeless youth with a safe and appropriate shelter; individual, family and group counseling-as appropriate; and aftercare.

2009 Low Income Taxpayer Clinic Grants (LITC) (Repeat)

Funding Amount: Matching grants of up to $100,000 per year. The grant will cover the 2009 grant cycle, from Jan. 1, 2009, through Dec. 31, 2009.
Eligibility: Examples of qualifying organizations include: Clinical programs at accredited law, business or accounting schools, whose students represent low income taxpayers in tax disputes with the IRS, and Organizations exempt from tax under Code Section 501(a) that represent low income taxpayers in tax disputes with the IRS or refer those taxpayers to qualified representatives.
Description: To develop, expand or maintain low income taxpayer clinics to assist taxpayers who are experiencing economic harm, who are seeking help in resolving tax problems that have not been resolved through normal channels or who believe that an IRS system or procedure is not working as it should. LITCs are independent organizations that provide low income taxpayers with representation in federal tax controversies with the IRS for free or for a nominal charge. The clinics also provide taxpayer education and outreach for taxpayers who speak English as a second language. Publication 4134, Low Income Taxpayer Clinic List, provides information on clinics.

Description: Provide training and technical assistance to volunteers who provide free tax counseling and assistance to elderly individuals in the preparation of their Federal income tax returns. Grant funds are used to reimburse volunteers for out-of-pocket expenses including transportation, meals, and other expenses incurred by them in providing tax counseling assistance at locations convenient to the taxpayers.

Runaway and Homeless Youth Street Outreach Program (SOP) (Repeat)

Description: The purpose of the SOP is to enable programs to help young people leave the streets. The goal of the program is to conduct outreach efforts to build relationships between street outreach staff and street youth. These efforts will provide support services that will assist youth in moving and adjusting to safe and appropriate alternative living arrangements to become independent, self-sufficient, contributing members of society.

Funding Award: Award recipients receive a 3 day-trip to Los Angeles for a black-tie award ceremony and will be featured in a special publication. Nestle, USA will also donate $1,000 in the name of each winner to the charity of his/her choice.
Eligibility: Entrants are 13-18 year olds who have demonstrated good citizenship and a strong academic record. Nominees must submit two letters of recommendation; a parent or legal guardian consent form and copies of their most current report cards or transcripts. Nominations may come from volunteers, parents, and teachers.
