ETA Demonstration Projects Targeting Dislocated Workers

Eligibility: Eligible applicants for the grants under all categories
shall be State Workforce Agencies (SWAs)
Description: For demonstration projects targeting Workforce
Investment Act (WIA) dislocated workers. This solicitation
provides SWAs with the option to choose from four categories
under which applicants can submit a single grant application.
Applicants may only submit a grant application under one category
and only one application per SWA will be accepted. Each SWA
would be required to identify the local workforce investment
boards and One-Stop Career Center as established under Section
121 of WIA, [29 USC 2841] that would be participating in the
proposed project. Applicants must submit a letter of commitment
from each of the partners participating in the proposed project.
Applicants must indicate in the abstract of their proposal
the category under which they are applying. Category 1 – Entrepreneurship
Opportunities for Dislocated Workers (two options). Category
2 – Getting Ahead of the Curve: Raising Educational/Skill
Levels of Workers in Declining Industries. Category 3 – Innovative
Adult Learning Models for Dislocated Workers (two options).
Category 4 – Preventing Dislocations of TANF Recipients
Moving Into Entry Level Jobs Subject to Economic Churn.

Gang Prevention Coordination Assistance Program

Eligibility: OJJDP invites applications from public agencies
(including state agencies, units of local government, public
universities and colleges, and tribal governments) and private
organizations (including faith- and community-based organizations).
Joint applications from two or more eligible applicants are
welcome; however, one applicant must be clearly indicated
as the primary applicant (for correspondence, award, and
management
purposes) and the others indicated as co-applicants.
Description: The OJJDP FY 08 Gang Prevention Coordination
Assistance Program provides funding for localities to enhance
coordination
of Federal, state, and local resources in support of community
partnerships implementing two or more of the following anti-gang
strategies: primary prevention, secondary prevention, gang
intervention, and gang enforcement. This program is authorized
by the Consolidated Appropriations Act, 2008, Pub. L. No.
110-161

HUD Community Development Technical Assistance (CD-TA)

Eligibility: Eligible applicants for each of the CD-TA programs

with the President’s faith-based initiative, HUD welcomes
the participation of eligible faith-based and other community
organizations in the CD-TA programs
Description: The purpose of the CD-TA program is to provide
technical assistance to achieve the highest level of performance
and results for five separate community development program
areas: (1) HOME; (2) CHDO (HOME); (3) Homeless; (4) HOPWA and

2008 Staffing For Adequate Fire and Emergency Services (SAFER)

Funding Amount: Congress appropriated $190 million for SAFER

Eligibility: Fire Departments
Description: The goal of SAFER is to enhance the local fire
departments’ abilities to comply with staffing, response
and operational standards established by NFPA and OSHA (NFPA
1710 and/or NFPA 1720 and OSHA 1910.134 - see www.nfpa.org/SAFERActGrant
for more details). Specifically, SAFER funds should assist
local fire departments to increase their staffing and deployment
capabilities in order to respond to emergencies whenever they
may occur. As a result of the enhanced staffing, response times
should be sufficiently reduced with an appropriate number of
personnel assembled at the incident scene. Also, the enhanced
staffing should provide that all front-line/first-due apparatus
of SAFER grantees have a minimum of four trained personnel
to meet the OSHA standards referenced above. Ultimately, a
faster, safer and more efficient incident scene will be established
and communities will have more adequate protection from fire
and fire-related hazards.

Veterans Business Outreach Center Program
Funding Source: U.S. Small Business Administration
Funding Amount: Awards 1; Award Level: $150,000. The project
period is five (5) years. The initial budget period is for
12 months, with the possibility of four additional (option)
years.
Eligibility: A responsible educational institution, private
business, veteran’s nonprofit community-based organization,
and Federal, State and local departments and agencies for the
establishment and implementation of outreach business assistance
programs for discharging service members and reserve component
members and their families, veterans and service disabled veterans.
Description: The projects are to provide outreach, assessment,
long and short-term business training, counseling, directed
referring, electronic or on-line assistance and other technical
assistance services to veteran, service disabled veteran and
US Military Reserve Component business owners and entrepreneurs,
including discharging service members eligible for participation
in the DOD/DOL Transition Assistance Program.

Description: The CVS Caremark Charitable Trust focuses primarily

Eligibility: In order to be eligible, schools must be located
in Dollar General's 35-state operating territory and must
be within twenty miles of the nearest Dollar General Store.

school's library, media center, or literacy programs. Programs

Eligibility: Community base organizations that have non-profit,

Description: For outstanding grassroots organizations in
the United States that have moved beyond charity to creating
change
in their communities. Organizations selected as Harry Chapin
Self-Reliance Award winners are judged outstanding for their
innovative and creative approaches to fighting domestic hunger
and poverty by empowering people and building self-reliance.
