Science, Technology, Engineering, and Mathematics (STEM) Opportunities in the Workforce System Initiative (Repeat)

Eligibility: An individual workforce investment board (WIB), representing a regional consortium of WIBs, is the eligible applicant. A WIB must submit an application on behalf of a specific, defined multi-county economic region comprised of various workforce investment areas that make up the consortium and demonstrate responsibility for administering the project. The application must demonstrate that the consortium of WIBs representing the region serve in partnership with this applicant, and should do so by submitting a letter of commitment in Phase I from each of the WIBs in the partnership. If the defined region is a rural area or a portion of a state whereby only one WIB exists, this exception must be explained in the Technical Proposal in Phase I. Description: These grants will be awarded through a two-phased competitive process to primarily expand and align current and new STEM workforce education and training strategies, activities, and resources in One Stop Career Centers to promote, attract, and prepare disadvantaged youth and dislocated workers for STEM careers, while simultaneously enhancing the competitive position of local and regional employers. Funds are expected to be awarded in fall 2008 following a two-stage process.. After a review, applicants of selected initial proposals will be notified to develop full proposals for Phase II of the competition. Proposals must clearly outline how activities will result in the achievement of the overall objectives of this initiative, including: expanding training and aligning current STEM-related activities and resources at One-Stop Career Centers; providing participants with access to STEM coaches and mentors who will link program participants to employers, and provide advice and guidance on entering STEM fields; and creating "career blueprints" outlining career paths for individual participants.

Assistance to High Energy Cost Rural Communities Rural Utilities Service

Description: USDA Rural Development’s High Energy Cost Grant Program offers financial assistance to provide or improve energy generation, transmission, and distribution facilities serving rural communities with home energy costs exceeding 275 percent of the national average. Applications must meet eligibility requirements for applicants, project activities, and beneficiary communities to qualify under this program Applicants must demonstrate that the grant project target community qualifies as an extremely high energy cost community under one or more eligibility benchmarks. These extremely high energy cost benchmarks are set at 275 percent of average per unit costs for home energy or average annual household expenditures by fuel or for total energy and are derived from U.S. Department of Energy, Energy Information Administration surveys. Eligibility benchmarks for 2008 are as follows: Electricity: $0.239 per kilowatt hour, or $2,509 (average total household costs) per year; Natural gas; $26.85 per thousand cubic feet, or $1,859 per year; Fuel oil: $3.35 per gallon, or $1,882 per year; LPG/propane: $3.61 per gallon, or $1,514 per year; Total household energy: $43.91 per million Btus, or $4,013 per year. Eligible purposes include the acquisition, construction, installation, repair, replacement, or improvement of energy generation, transmission, or distribution facilities in high energy cost communities. On-grid and off-grid renewable energy projects, and implementation of energy efficiency, and energy conservation projects are eligible. An activity that meets the objectives of providing or improving energy service, or reducing the costs of energy services to eligible communities is an acceptable grant purpose. Examples of eligible project activities include the acquisition, construction, installation, replacement, repair, or improvement of: (1) Electric generation, transmission, and distribution facilities, equipment, and materials, including associated and supporting activities, land or right of way acquisition, engineering or professional expenses, and permitting costs;(2) Natural gas distribution or storage facilities and associated equipment;(3) Petroleum product storage and handling facilities;(4) Renewable energy facilities and equipment for power generation, or water, space, or process heating (renewable energy sources include solar, wind, hydropower, and biomass technologies); and(5) Backup or emergency power generation or energy storage equipment, included distributed generation installed on consumer premises. Grant funds may not be used for: payment of utility bills, fuel purchases, routine maintenance or other operating costs, or for the purchase of any equipment, structures, or real estate not directly associated with provision of community energy services, or for the preparation of the grant application. All timely and complete applications will be reviewed, scored, and ranked by an Agency rating panel according to the published evaluation criteria in the NOFA. Priority consideration is given to communities experiencing economic hardship and to rural communities based on population. Grant awards will be selected competitively based on rank order, and panel recommendations.

Farm Labor Housing Technical Assistance Grants

Funding Amount: USDA Rural Development intends to award one grant for each of three geographic regions. (Florida is part of the Eastern region). When establishing the three regions and amounts of funding available for each, consideration was given to such factors as farmworker migration patterns and the similarity of agricultural products and labor needs within certain areas of the United States. A single applicant may submit grant proposals for more than one region; however, separate proposals must be submitted for each region. . Of that amount, up to $519,750 will be available for each of the Eastern and Western Grant Regions and up to $346,500 of the remaining funds will be available for the Central Grant Region.

Transitional Housing Assistance for Victims of Domestic Violence, Dating Violence, Stalking, or Sexual Assault Program

Description: This program focuses on a holistic, victim-centered approach to provide transitional housing services that move individuals into permanent housing. Grants made under this grant program support programs that provide assistance to victims of domestic violence, dating violence, sexual assault, and stalking who are in need of transitional housing, short-term housing assistance, and related support services. It is critical that successful transitional housing programs provide a wide range of flexible and optional services that reflect the differences and individual needs of victims and that allow victims to choose the course of action that is best for them. Transitional housing programs may offer individualized services such as counseling, support groups, safety planning, and advocacy services as well as practical services such as licensed child care, employment services, transportation vouchers, telephones, and referrals to other agencies. Trained staff and case managers may also be available to work with clients to help them determine and reach their goals.

Education, Training, and Enhanced Services to End Violence Against and Abuse of Women with Disabilities Program

Description: The goal of this program is to create sustainable, systemic change that will result in effective services for individuals with disabilities who are victims of domestic violence, dating violence, sexual assault and stalking and hold offenders accountable. Program recipients will provide training, consultation, and information on domestic violence, dating violence, sexual assault and stalking against individuals with disabilities and enhance direct services to such individuals. Recipients will also focus on capacity building, creating systemic change and establishing and enhancing multi-disciplinary collaboratives at the state or local level.

Nominations may be submitted by other persons and entities with the knowledge and permission of the nominee. Self-nomination is also encouraged. Federal, State and local government organizations are not eligible for this award.
Description: The New Freedom Initiative Award celebrates innovative efforts to advance accessibility to the workplace for Americans with disabilities. The award recognizes public-private partnerships and programs that have had a positive impact on the employment of people with disabilities through access to assistive technologies, the use of innovative training, and hiring and retention techniques. It also recognizes organizations, businesses and individuals that develop comprehensive strategies to enhance the ability of Americans with disabilities to enter and advance within the workforce of the 21st century. Nominees must have developed and implemented a multi-faceted program directed toward increasing employment opportunities for people with disabilities through increased access to assistive technologies, and use of innovative training, hiring, and retention techniques.

Foundation/Organization Grants:
Adult Literacy Grants

Funding Source: Dollar General Foundation
Funding Award: A minimum of $1.5 million in total grants, application cannot exceed $20,000.
Eligibility: tax-exempt 501(c)(3) nonprofit organizations. To be eligible, organizations must provide assistance in one of the following instructional areas: adult basic education; general education diploma preparation; or English for speakers of other languages.
Description: Proposals will be considered from with a minimum of two years experience providing adult education. Applicant organizations must provide direct literacy-based programs and services to adults in one or more of the thirty-five states where Dollar General stores are located; be located within twenty miles of a Dollar General store (please visit the store locator section of the Dollar General Web site: http://www.dollargeneral.com/; not have received funding from the Dollar General Literacy Foundation for the past two years; and have met all reporting requirements from previous Dollar General Literacy Foundation grants.
