Eligibility: For profit public, private organizations; private nonprofit organizations including faith-based and community organizations. The applicant must demonstrate that the proposed project will be implemented by a robust strategic partnership that is regional in nature, and that leveraged resources of the full partnership are in support of the proposed strategy. The partnership must include at least one entity from each of three categories: (1) The workforce investment system, which may include state and local workforce investment boards, state workforce agencies, and One-Stop Career Centers and their partners; (2) the education and training community, which includes the continuum of education from K–12 to community and technical colleges, four year colleges and universities, apprenticeship, and other training entities; and (3) employers and industry-related organizations such as trade associations and labor management organizations. Partners that reflect the character and resources of the region are strongly encouraged.
Description: This SGA is designed to help regions address workforce challenges facing the energy industry and the construction and skilled trades in the energy industry. ETA is seeking to fund proposals that build on demonstrated models and promising practices and make use of existing products, models, and curricula to meet the specific needs of regional economies through training and other activities. Applicants must fully demonstrate a clear and specific need for the Federal investment in the proposed activities by: (a) Describing the role of the energy industry and skilled trade occupations related to energy within the regional economy; (b) describing the workforce challenges facing the industry and their impact on specific local or regional economic and workforce conditions; and (c) describing the resource analysis and mapping that has been conducted to date that demonstrates that local or regional resources are not sufficient to address the workforce challenges.

Science, Technology, Engineering, and Mathematics (STEM) Opportunities in the Workforce System Initiative (Repeat)

Eligibility: An individual workforce investment board (WIB), representing a regional consortium of WIBs, is the eligible applicant. A WIB must submit an application on behalf of a specific, defined multi-county economic region comprised of various workforce investment areas that make up the consortium and demonstrate responsibility for administering the project. The application must demonstrate that the consortium of WIBs representing the region serve in partnership with this applicant, and should do so by submitting a letter of commitment in Phase I from each of the WIBs in the partnership. If the defined region is a rural area or a portion of a state whereby only one WIB exists, this exception must be explained in the Technical Proposal in Phase I. Description: These grants will be awarded through a two-phased competitive process to primarily expand and align current and new STEM workforce education and training strategies, activities, and resources in One Stop Career Centers to promote, attract, and prepare disadvantaged youth and dislocated workers for STEM careers, while simultaneously enhancing the competitive position of local and regional employers. Funds are expected to be awarded in fall 2008 following a two-stage process.. After a review, applicants of selected initial proposals will be notified to develop full proposals for Phase II of the competition. Proposals must clearly outline how activities will result in the achievement of the overall objectives of this initiative, including: expanding training and aligning current STEM-related activities and resources at One-Stop Career Centers; providing participants with access to STEM coaches and mentors who will link program participants to employers, and provide advice and guidance on entering STEM fields; and creating "career blueprints" outlining career paths for individual participants.

Description: This is a standing announcement. Provide grants to establish and administer Assets for Independence (AFI) projects. Grantees provide an array of supports and services to enable individuals and families with low incomes to become economically self-sufficient for the long-term. A primary feature of each AFI project is that project participants are given access to special matched savings accounts called Individual Development Accounts (IDA), in which participants save earned income for the purchase of a home, for business capitalization, or to attend higher education or training.

Community Services Block Grant (CSBG) Training and Technical Assistance (T/TA) Program: Earned Income Tax Credit (EITC) and Other Asset Formation Opportunities (Repeat)

Eligibility: Eligible applicants for these grants are eligible entities, or statewide or local organizations, or associations with demonstrated expertise in providing training to individuals and organizations on methods of effectively addressing the needs of low-income families and communities. Eligible entity means any organization that was officially designated as a CAA or a community action program under Section 673(1) of the CSBG Act, and meets all the requirements under Section 673(1)(A) and 676A of the CSBG Act. All eligible entities must be current recipients of CSBG funds, including migrant and seasonal farm worker organizations that received CSBG funding in the previous fiscal year. Community-Police Partnership Grants

Funding Source: The MetLife Foundation, in collaboration with the Local Initiatives Support Corporation
Funding Amount: Award amounts are $10,000-$25,000 for the Neighborhood Revitalization Awards; $15,000 for the Special Strategy Awards.
Eligibility: Eligible applicants are U.S.-based community organizations, community development corporations, police/sheriff’s departments, community partnerships, Weed & Seed Programs, collaboratives comprising more than one of these elements, and public agencies (including police departments and public schools) who apply in conjunction with at least one non-profit, 501(c)(3) organization that was a leading partner in the collaboration and will serve as a fiscal agent for award funds.
Description: The purpose of the program is to improve community safety by supporting: 1) Neighborhood Revitalization Projects that reduce crime and improve economic development outcomes through community group-police partnerships; or 2) Special Strategy Awards that improve other significant outcomes in the areas of applied technology, aesthetics and green space improvement, diversity inclusion and integration, drug market disruption, gang prevention and youth safety, seniors and safety, or school safety
