Public Telecommunications Facilities Program(PTFP)

Eligibility: To apply for and receive a PTFP Construction
or Planning Grant, an applicant must be: (a) a public or
noncommercial
educational broadcast station; (b) a noncommercial telecommunications
entity; (c) a system of public telecommunications entities;
(d) a non-profit foundation, corporation, institution, or
association organized primarily for educational or cultural
purposes; or
(e) a state, local, or Indian tribal government (or agency
thereof), or a political or special purpose subdivision of
a state.
Description: The Public Telecommunications Facilities Program
(PTFP) assists, through matching grants, in the planning
and construction of public telecommunications facilities
in order
to:(1) extend delivery of service to as many citizens as
possible by the most cost- effective means, including the
use of broadcast
and non-broadcast technologies;(2) increase public telecommunications
services and facilities available to, operated by, and controlled
by minorities and women;(3) strengthen the capability of
existing public TV and radio stations to provide public telecommunications
services to the public.

Assistance to Small Shipyards Grant Program
Funding Source: U.S. Department of Transportation, Office
of Shipyards and Marine Financing. U.S. Maritime Administration
Funding Amount: Under this program, there is currently
an aggregate of $10,000,000 available. There is no dollar
limitation on
the amount of a grant for which application may be made
Eligibility: Shipyards or State or local governments on behalf
of shipyards can apply for grants. The shipyard for which
a grant is sought must be one in a single geographical location,
located in or near a maritime community, that (1) is a small
business concern (within the meaning of section 3 of the
Small
Business Act (15 U.S.C. 632); and (2) does not have more
than 600 production employees. Other Considerations in Making
Awards--In
providing grants, the Administrator shall take into account
(a) the economic circumstances and conditions of the maritime
community near to which a shipyard is located; and (b) the
local, State and regional economy in which such community
is located.
Description: Section 3506 of the National Defense Authorization
Act for Fiscal Year 2006 (Pub. L. 109-163) and the section
entitled ``Assistance to Small Shipyards'' in the Consolidated
Appropriations Act, 2008, provides that the Maritime Administration
shall establish an assistance program for small shipyards.
SSGP grants are for capital improvements, and related infrastructure
improvements at qualified shipyards that will facilitate
the efficiency, cost-effectiveness, and quality of domestic
ship
construction for commercial and Federal Government use. Such
grants may not be used to construct buildings or other physical
facilities or to acquire land unless such use is specifically
approved by the Administrator as being consistent with and
supplemental to capital and
related infrastructure improvements.

Even Start Family Literacy Program Women's Prison Grant
Funding Source: U.S. Department of Education, Office of Elementary
and Secondary Education
Funding Amount: $150,000 per year
Eligibility: A prison (other than a Federal
prison) that houses women and their preschool-age children,
an institution
of higher
education, a local educational agency, including a charter
school that is considered a local educational agency under
State law, a hospital, or other public or private organization
or entity. (A Federal prison may not apply for these Federal
funds. However, another eligible entity may apply for a grant
to operate this family literacy program in a Federal prison.)
Eligible participants are female prison inmates who participate
in the project with one or more of their eligible children
(whether or not the child resides in the prison). To be eligible:
(a) The inmate parent must be eligible to participate in
adult education and literacy activities under the Adult
Education
and Family Literacy Act, be within the State's compulsory
school attendance age range (in which case a local educational
agency
must provide or ensure the availability of the basic education
component), or be attending secondary school; and (b) the
child (or children) must be younger than
eight years of age.
Description: The Even Start Family Literacy
program Women's Prison grant is designed to help break the
cycle of poverty
and illiteracy and improve the educational opportunities
of low-income families with mothers in prison by integrating
early
childhood education, adult literacy or adult basic education,
and parenting education into a unified, high-quality, family
literacy program. This project, which must be located in
a prison that houses women and their preschool-age children,
will serve women inmates and their children, birth through
age seven. (For the purposes of this program, the term ``prison''
means a correctional institution that houses inmates, most
of whom are incarcerated in the institution for at least
one year.) The grant awarded under this competition must
be implemented
through cooperative activities that: build on high-quality
existing community resources to create a new range of services;
promote the academic achievement of children and adults;
assist children and adults
from low-income families in achieving to challenging State
content and student achievement standards; and use instructional
programs based on scientifically based reading research on
the prevention of reading difficulties for children and adults,
to the extent such research is available. Under this competition
U.S.DOE is particularly interested in applications that address
the following priority -Collaboration With Participating
Children's Preschools or Elementary Schools that structure
formal collaborations
with the preschools and elementary schools that the children
of the inmates participating in the family literacy program
attend. The intent of this invitational priority is to ensure
that the children of inmates in the program are fully participating
in an early childhood education program that is aligned with
the overall Even Start Family Literacy program.

Description: CARE is a unique community-based, community-driven,
multimedia demonstration program designed to help communities

pollutants from all sources. The CARE grant program works with
the eligible entities to help their communities form collaborative
partnerships, develop a comprehensive understanding of the
many sources of risk from toxics and environmental pollutants,
set priorities, and identify and carry out projects to reduce
risks through collaborative action at the local level. CARE’s
long-term goal is to help communities build self-sustaining,

Women’s Business Ownership Program Announcement (Repeat)

Funding Amount: Award Ceiling: $150,000, Award Floor: $100,000,
Cost Sharing Yes. Award recipients must provide non-federal
matching funds as follows: one non-federal dollar for each
two federal dollars in the first two years and one dollar for
every federal dollar in the subsequent three years. Up to 50
percent of the non-federal match funds may be in the form of
in-kind contributions and at least 50 percent of match must
be in cash
Eligibility: Private 501(c) organizations that have been providing
technical assistance to small business concerns owned and controlled
by women for a period of at least one year before the closing
date of this program announcement Applicants must be private,
non-profit organizations with 501(c) tax exempt status from
the U.S. Treasury/Internal Revenue Service. Public nonprofit
organizations and for-profit businesses are not eligible for
this award.
Description: To invite private nonprofit organizations to apply
for funding to start new, community-based women’s business
centers. Successful applicants will receive awards under cooperative
agreements for one year plus 4 optional years, subject to continued
authorization and funding, to provide business training, counseling,
mentoring and other technical assistance to women who want
to start or expand businesses. This program announcement is
similar to SBA Program Announcement OWBO-2008-029, which invites
eligible applicants (existing women’s business centers)
to apply for a Renewable 3-year grant. A women’s business
center is a community-based project that is funded by the U.S.
Small Business Administration through a grant that requires
matching funds. WBCs provide long-term business skills training,
counseling and mentoring to benefit nascent and existing small
businesses that are owned and controlled by women, especially
those who are socially or economically disadvantaged. The project
must operate as a distinct unit of the recipient’s organization,
having its own budget for staff, facilities, equipment and
resources to carry out project activities. Service areas must
include financial, management, marketing, Internet/electronic
commerce and government procurement/certification assistance.
The applicant may focus on specialized business categories,
e.g., women who are veterans, have disabilities, are in agribusinesses,
home-based businesses, manufacturing, living in rural areas,
inner cities, etc.

Eligibility: Community Action Agencies (CAA); Community Development
Corporations (CDC); financial institutions such as credit
unions and Community Development Financial Institutions;
faith-based
and community organizations; State, local and Tribal government
agencies; service and fraternal organizations; schools, colleges
and universities; and consortia or groups of organizations
that collaborate to administer an AFI project. See announcement

Description: The purpose of the AFI program is to provide
financial awards and other supports to entities that administer
AFI projects.
These projects provide low-income individuals and families
with access to special matched savings accounts called IDAs
and other asset-building tools such as financial literacy
education and coaching and training on money management and
consumer
issues. The OCS objective in administering the AFI program
is to demonstrate the effectiveness of projects that use
IDAs and related asset-building strategies to enable low-income
families and individuals to become economically self-sufficient.
The program-wide expected outcomes are: 1) Increase in the
amount of IDA savings participants use for an asset purchase;
2) Increase in the number of participants who withdraw funds
from their IDA for an asset purchase; and 3) Increase in
the
ratio of amount of earned income that participants save in
their IDA to the cost of project services supported with
Federal AFI grant funds. Unsuccessful applicants may submit
new applications
in any succeeding application cycle.

Casey Family Scholarships

Funding Amount: As part of its mission, the foundation awards
scholarships ranging between $1,500 and $10,000 a year to

All Roads Film Project Seed Grants for Indigenous Filmmakers
