service-delivery

Eligibility: Eligible applicants are consortia which may
include a combination
of any two or more of the following: Public/private non-profits
or for-profit organizations (including community and faith-based
organizations) and universities and colleges all with demonstrated
appropriate experience in providing technical assistance,
and conducting research and demonstrations in targeted goal
areas
defined in this solicitation for increasing employment and
economic self-sufficiency for adults with disabilities. The
demonstrated expertise required should include, but not be
limited to: The work force development system, including
both policy and practice, related to individuals with disabilities
and others with complex barriers to employment, and the use
of universal design features and strategies throughout physical
and programmatic implementation of work force development
services;
the integration/partnership of work force development and
other generic and disability-specific systems including leveraging
and blending of funds and resources across systems, and the
use of self-directed accounts providing choice and control
to the individual The use of customized employment solutions
for individuals with complex barriers to employment and their
employers; The use of strategies for enhancing profitable
employment
and financial advantage for adults with disabilities, including
but not limited to, tax incentives for individuals and business,
individual development accounts, financial literacy training,
and work incentives and benefits assistance available through
Social Security; and providing leadership development at
the State and local implementation level, including building
partnership
and collaboration across generic and disability-specific
systems and programs. There must be a prime or lead member
of the consortium
who is responsible for overall grant management and serves
as the fiscal agent.
Description: To establish a national technical assistance
and research center for increasing employment and economic
independence
for adults with disabilities. The overall purpose of this
effort is to build leadership and partnership across workforce
development,
economic development, and relevant partner agencies and systems,
including generic and disability-specific agencies and systems,
so that they work together strategically and effectively
to increase employment outcomes and economic self-sufficiency
for adults with disabilities. The Center will: Conduct research
to identify, validate, document, and otherwise promote effective
practices and policies in targeted goal areas; develop and
disseminate information; provide technical assistance; encourage
collaboration and partnership across State and local generic
and disability-specific systems and programs, both public
and
private; and work with States and localities on multiple
strategies in targeted goal areas for improving employment
outcomes and
economic self-sufficiency for adults with disabilities. Activities
of the Center must be based on the assumptions that: people
with disabilities have the ability to make and implement
decisions (with support as appropriate) about their own work
life, and
that they have the ability to mobilize and develop resources
(with support as necessary) to move from poverty and dependency
to independence and productivity through employment. They
must also be based on the assumption that there is a need
for multiple
generic and disability-specific systems and services to effectively
partner across traditional boundaries. In accomplishing these
goals, the Center will provide transformational leadership
for translating innovation and emerging successful solutions from isolated demonstrations to systemic
practices, and will act as a voice for elevating the discussion
about employment and disability nationally.

Rural Health Network Development Program

Eligibility: Public and non-profit private entities, including
faith-based and community organizations. Applicants in rural
counties or eligible rural census tracts within an urban
county. Applicant providing services exclusively to migrant
and seasonal
farm workers in rural areas and is supported under Section
330G of the Public Health Service Act. Federally recognized
Native American Tribe or Tribal Organization that will deliver
services on a reservation or federally recognized Tribal
lands.
Description: To support the development of rural health networks,
whose purpose is to increase access to care by overcoming
the fragmentation and vulnerability of providers in rural
areas.
Grant funds are used to support activities that strenghten
capabilities of these networks

SSA Protection and Advocacy Program

Eligibility: Eligible applicant organizations are ONLY those
already awarded by SSA for the Protection and Advocacy Program

Description: The Social Security Administration (SSA) announces
the availability of grant funds to continue for twelve months
existing Protection and Advocacy Program projects whose current
Budget Period ends November 30, 2007. These grants are authorized
by the Ticket to Work and Work Incentives Improvement Act (TWWIIA)
of 1999 (Reauthorized by the Social Security Protection Act
of 2004). The purpose of this program is to provide individuals
with disabilities who receive Social Security Disability Insurance
(SSDI) or Supplemental Security Income (SSI) benefits, information
and advice about obtaining vocational rehabilitation and employment
services. The purpose is also to provide advocacy or other
services that beneficiaries with a disability may need to secure,
maintain, or regain gainful employment.

Community Connect Broadband Grant Program (Repeat)

Description: The Community-Oriented Connectivity Broadband
Grant Program is designed to provide financial assistance
to furnish broadband service in rural, economically-challenged
communities where such service does not currently exist.
Grant
funds may be utilized to deploy broadband transmission service
to critical community facilities, rural residents, and rural
businesses and to construct, acquire, or expand, equip, and
operate a community center that provides free access to broadband
services to community residents for at least two years. Grants
will be awarded, on a competitive basis, to entities serving
communities of up to 20,000 inhabitants to ensure rural consumers
enjoy the same quality and range of telecommunications service
as are available in urban and suburban communities.

Research Grants- FY 2007 NTA Economic Development (Repeat)

Eligibility: Eligible applicants for and eligible recipients
of EDA investment assistance include a district Organization;
an Indian Tribe or a consortium of Indian Tribes; a city or
other political subdivision of a state, including a special
purpose unit of a sate or local government engaged in economic
or infrastructure development activities, or a consortium of
political subdivisions; an institution of higher education
or a consortium of institutions of higher education; a public
or private non-profit organization or association.
Description: EDA is soliciting applications for four economic
development research projects addressing the areas of: (1)
rural economic development policy; (2) business incubators;
(3) 21st century regionalism; and (4) private sector community
investment.. Each research project has three component deliverables:
(1) A practitioner-accessible report of the findings in the
subject area that should be presented in a visually-appealing
brochure summarizing key elements and findings; (2) a presentation
to EDA senior management at the close of the study that outlines
project methods in plain, non-technical language and summarizes
the report's conclusions in a manner suitable for dissemination
to the public; and (3) participation with EDA in conferences
and meetings to discuss the results of the research. With respect
to the first deliverable noted above, approximately 500 brochures
should be provided to EDA, with each brochure containing a
compact disk (CD) version of the report in searchable Adobe
PDF format. The CD should contain a full topical and subject
index of the materials such that a practitioner seeking specific
information can quickly locate the desired information and,
utilizing intra-report links, quickly locate allied or associated
information that may be necessary or useful for the completion
of the task. A method by which practitioners may access updated
data encapsulated in the final report without charge is desirable.
Conformance with EDA's statutory and regulatory requirements,
including the extent to which the proposed project satisfies
the award requirements set :(1) Strengthens the capacity of
local, State or national organizations and institutions to
undertake and promote effective economic development programs
targeted to regions of distress; Benefits distressed regions;
and demonstrates innovative approaches to stimulate economic
development in distressed regions; (2) The degree to which
an EDA investment will have strong organizational leadership,
relevant project management experience and a significant commitment
of human resources talent to ensure the project's successful
execution
(3) The ability of the applicant to implement the proposed
project successfully ,The feasibility of the budget presented;
and The cost to the Federal government. Also, the addition
of research and project data to an existing website or the
design of a companion Web site designed to disseminate research
results and provide links to data encapsulated in the report
free of charge is preferred.

Regional Training Curriculum Implementation- NTA, Training,
Research and Evaluation Grants (Repeat)

announcement to be between $275,000 and $375,000 for the first
year of the project period.
Eligibility: Eligible applicants for and eligible recipients
of EDA investment assistance include a district organization;
an Indian Tribe or a consortium of Indian Tribes; a State;
a city or other political subdivision of a State, including
a special purpose unit of a State or local government engaged
in economic or infrastructure development activities, or a
consortium of political subdivisions; an institution of higher
education or a consortium of institutions of higher education;
a public or private non-profit organization or association;
and, as provided in section 207 of PWEDA (42 U.S.C. § 3147)
for the NTA Program, a private individual or a for profit organization.
Description: In FY 2006, EDA funded the development of a practitioner-oriented
curriculum to acquaint local economic development practitioners
with the benefits, process, and practice of economic regionalism.
Pursuant to its National Technical Assistance, Training, Research
and Evaluation program, EDA now solicits applications to deliver
this curriculum to practitioners across the Nation. Under this
competitive solicitation, a nationwide implementation of the
workshops is required, although the specific number of workshops
is at the applicant’s discretion. Workshop applications
that leverage EDA investment assistance are preferred. Applicants
should describe the number of training sessions (workshops)
contemplated, the methods by which appropriate participants
will be identified, and what, if any, certification or other
credential will be awarded to participants who successfully
complete the training. The curriculum currently being developed
is based, in part, on a needs assessment conducted as part
of the development process. The assessment report is available

The applicant awarded under this announcement will be responsible
for conducting the workshops. EDA anticipates the following
materials to be made available by EDA for presentation at the
workshops: 1. A single coherent framework for identifying regional
development opportunities and capitalizing on them; 2. A guide
to understanding and detecting regional competitive advantage;
3. Hands-on guidance about how to mobilize leaders across organizations
and jurisdictions; and 4. A framework for monitoring and evaluating
economic development plans and actions. Additional workshop

2007 Healthcare Facilities Partnership Program (Repeat)

Eligibility: To be eligible for an award through this announcement
an entity shall be a partnership consisting of: • one
or more hospitals, at least one of which shall be a designated
trauma center2; • one or more other local health care
facilities, including clinics, health centers, primary care
facilities, mental health centers, mobile medical assets, or
nursing homes; and • one or more political subdivisions, • one
or more States; or • one or more States and one or more
political subdivisions.
Since partnerships focus on promoting collaborative planning
across competing entities it is important that facilities belonging
to one healthcare system alone do not dominate any partnership.
[Successful] partnerships are strongly encouraged to include
facilities belonging to more than one healthcare system so
that the partnership adequately represents all healthcare partners
in the defined geographic area (for the purpose of this announcement
the defined geographic area must be the same as the pre-defined

Eligibility: Students majoring in Transportation and Logistics
