Community Connect Broadband Grant Program

Description: The Community-Oriented Connectivity Broadband
Grant Program is designed to provide financial assistance
to furnish broadband service in rural, economically-challenged
communities where such service does not currently exist.
Grant
funds may be utilized to deploy broadband transmission service
to critical community facilities, rural residents, and rural
businesses and to construct, acquire, or expand, equip, and
operate a community center that provides free access to broadband
services to community residents for at least two years. Grants
will be awarded, on a competitive basis, to entities serving
communities of up to 20,000 inhabitants to ensure rural consumers
enjoy the same quality and range of telecommunications service
as are available in urban and suburban communities.

Research Grants- FY 2007 NTA Economic Development
Funding Source: U.S. Department of Commerce, Economic Development
Administration
Funding Amount: Approximately $1,000,000 to fund all four
research projects; Range of funding awards has been from
$150,000 to

Eligibility: Eligible applicants for and eligible recipients
of EDA investment assistance include a district Organization;
an Indian Tribe or a consortium of Indian Tribes; a city or
other political subdivision of a state, including a special
purpose unit of a sate or local government engaged in economic
or infrastructure development activities, or a consortium of
political subdivisions; an institution of higher education
or a consortium of institutions of higher education; a public
or private non-profit organization or association.
Description: EDA is soliciting applications for four economic
development research projects addressing the areas of: (1)
rural economic development policy; (2) business incubators;
(3) 21st century regionalism; and (4) private sector community
investment.. Each research project has three component deliverables:
(1) A practitioner-accessible report of the findings in the
subject area that should be presented in a visually-appealing
brochure summarizing key elements and findings; (2) a presentation
to EDA senior management at the close of the study that outlines
project methods in plain, non-technical language and summarizes
the report's conclusions in a manner suitable for dissemination
to the public; and (3) participation with EDA in conferences
and meetings to discuss the results of the research. With respect
to the first deliverable noted above, approximately 500 brochures
should be provided to EDA, with each brochure containing a
compact disk (CD) version of the report in searchable Adobe
PDF format. The CD should contain a full topical and subject
index of the materials such that a practitioner seeking specific
information can quickly locate the desired information and,
utilizing intra-report links, quickly locate allied or associated
information that may be necessary or useful for the completion
of the task. A method by which practitioners may access updated
data encapsulated in the final report without charge is desirable.
Conformance with EDA's statutory and regulatory requirements,
including the extent to which the proposed project satisfies
the award requirements set :(1) Strengthens the capacity of
local, State or national organizations and institutions to
undertake and promote effective economic development programs
targeted to regions of distress; Benefits distressed regions;
and demonstrates innovative approaches to stimulate economic
development in distressed regions; (2) The degree to which
an EDA investment will have strong organizational leadership,
relevant project management experience and a significant commitment
of human resources talent to ensure the project's successful
execution
(3) The ability of the applicant to implement the proposed
project successfully ,The feasibility of the budget presented;
and The cost to the Federal government. Also, the addition
of research and project data to an existing website or the
design of a companion Web site designed to disseminate research
results and provide links to data encapsulated in the report
free of charge is preferred.

Regional Training Curriculum Implementation- NTA, Training,
Research and Evaluation Grants

Cost Sharing: Yes. EDA anticipates the award made under this
announcement to be between $275,000 and $375,000 for the first
year of the project period.
Eligibility: Eligible applicants for and eligible recipients
of EDA investment assistance include a district organization;
an Indian Tribe or a consortium of Indian Tribes; a State;
a city or other political subdivision of a State, including
a special purpose unit of a State or local government engaged
in economic or infrastructure development activities, or a
consortium of political subdivisions; an institution of higher
education or a consortium of institutions of higher education;
a public or private non-profit organization or association;
and, as provided in section 207 of PWEDA (42 U.S.C. § 3147)
for the NTA Program, a private individual or a for profit organization.
Description: In FY 2006, EDA funded the development of a practitioner-oriented
curriculum to acquaint local economic development practitioners
with the benefits, process, and practice of economic regionalism.
Pursuant to its National Technical Assistance, Training, Research
and Evaluation program, EDA now solicits applications to deliver
this curriculum to practitioners across the Nation. Under this
competitive solicitation, a nationwide implementation of the
workshops is required, although the specific number of workshops
is at the applicant’s discretion. Workshop applications
that leverage EDA investment assistance are preferred. Applicants
should describe the number of training sessions (workshops)
contemplated, the methods by which appropriate participants
will be identified, and what, if any, certification or other
credential will be awarded to participants who successfully
complete the training. The curriculum currently being developed
is based, in part, on a needs assessment conducted as part
of the development process. The assessment report is available

The applicant awarded under this announcement will be responsible
for conducting the workshops. EDA anticipates the following
materials to be made available by EDA for presentation at the
workshops: 1. A single coherent framework for identifying regional
development opportunities and capitalizing on them; 2. A guide
to understanding and detecting regional competitive advantage;
3. Hands-on guidance about how to mobilize leaders across organizations
and jurisdictions; and 4. A framework for monitoring and evaluating
economic development plans and actions. Additional workshop

the pilot workshop on July 24-25, 2007. Potential applicants

2007 Healthcare Facilities Partnership Program

Eligibility: To be eligible for an award through this announcement
an entity shall be a partnership consisting of: • one
or more hospitals, at least one of which shall be a designated
trauma center2; • one or more other local health care
facilities, including clinics, health centers, primary care
facilities, mental health centers, mobile medical assets, or
nursing homes; and • one or more political subdivisions, • one
or more States; or • one or more States and one or more
political subdivisions.
Since partnerships focus on promoting collaborative planning
across competing entities it is important that facilities belonging
to one healthcare system alone do not dominate any partnership.
[Successful] partnerships are strongly encouraged to include
facilities belonging to more than one healthcare system so
that the partnership adequately represents all healthcare partners
in the defined geographic area (for the purpose of this announcement

Susan Harwood Training Grant (Repeat)

Eligibility: Nonprofit organizations, including community-based
and faith-based organizations, that are not an agency of a
State or local government are eligible to apply. Additionally,
State or local government supported institutions of higher
education are eligible to apply. Eligible organizations can
apply independently for funding or in partnership with other
eligible organizations, but in such a case, a lead organization
must be identified.
Description: The Susan Harwood Training Grant Program provides
funds for programs to train employees and employers to recognize,
avoid, and prevent safety and health hazards in their workplaces.
The program emphasizes four areas: 1) Educating employees and
employers in small businesses. For purposes of this grant program,
a small business is one with 250 or fewer employees; 2) Training
employees and employers about new OSHA standards; 3) Training
at-risk employer and employee populations; 4) Training employees
and employers about high risk activities or hazards identified
by OSHA through the Department of Labor’s Strategic Plan,
or as part of an OSHA special emphasis program. Under this
solicitation for grant applications, OSHA will accept applications
for the Targeted Topic training grant category. Topics for
the Targeted Topic Training Category Organizations funded for
Targeted Topic training category grants are expected to develop
and provide occupational safety and health training and/or
educational programs addressing one of the topics selected
by OSHA, recruit employees and employers for the training,
and conduct and evaluate the training. Fourteen different training
topics were selected for this grant announcement. OSHA may
award grants for some or all of the listed Targeted Topic training
topics. Applicants wishing to address more than one of the
announced grant topics must submit a separate grant application
for each topic.

Youth Creativity Programs
Funding Source: Lego Systems Inc; Lego Children’s Fund
Funding Amount: The fund's cash grants will generally range
between $500 and $5,000 each. Additionally, the fund aims to
make one $100,000 grant per year to a single organization identified
and selected by the fund's board of directors.
Eligibility: nonprofit organizations in the United States with
programs dedicated to a child's exploration of creativity that
cater to children ages birth to 14, with priority consideration
for disadvantaged or at-risk youth. 501(c)(3) tax-exempt organizations
including educational organizations with specific, identifiable
needs primarily in these areas of support: early childhood
education and development; technology and communication projects
that advance learning opportunities; and sport or athletic
programs that concentrate on underserved youth. The Lego Children's
Fund also will provide monetary support to those qualified
local and national organizations to which Lego employees donate
their time, especially those who cater to children and children's
creativity. While the fund will not make product donations,
Lego Systems will maintain its play material donations program
to qualified organizations in the Connecticut and Western Massachusetts
areas.
