The following project types are permissible for this funding:• Planning
projects for $40,000 with the following allowable expenses:
travel for site visits, resource materials and staff development. •Implementation

Redesign projects: •Applicants are allowed to request
additional funds (above the base amount) up to $75,000 for

one proposal per school
Eligibility: Public Schools, public school regional consortia
or school district operated career centers.
Description: To establish secondary career and professional
(CAP) academies that integrate academic and career curriculum
through a career-based theme and are provided for public schools,
public school regional consortia, or school district operated
career centers. The funds for this grant are non-recurring.
Funds can be used for recurring costs (such as faculty) only
if a plan is in place to utilize other funding sources to continue
the program following the grant period. Funds may not supplant
current funding and must be used to establish new CAP academies
or to redesign existing career education programs to become
CAP academies. Funding for CAP academies must be used to: 1)
provide instruction in careers designated as high growth, high
demand, and high pay including manufacturing, automotive, and
aerospace by the local Workforce Development Board, Chamber
of Commerce, or the Agency for Workforce Innovation; 2) establish
partnerships with one or more businesses, industries, industry
economic development agencies, or postsecondary institutions
to provide the highest available level of industry certification
and maximum articulation of postsecondary credits or occupational
completion points; 3) provide student advisement, including
parent participation and coordination with middle schools;
4) provide career education certification, pursuant to section
1003.431 Florida Statutes; and 5) include an evaluation plan
and reporting mechanism developed jointly with the Department
of Education that includes a self-assessment tool and outcome
measures.

Federal Grants:
National Technical Assistance Center for Multigenerational
and Civic Engagement Projects
Funding Source: U.S. Department of Health and Human Services,
Administration on Aging
Funding Amount: The AoA plans to award a single cooperative
agreement of approximately $980,584 as the federal share of
the project per year for a project period of three (3) years.
There are two major areas that must be addressed by the applicant
for consideration for funding: Technical Assistance-$260,000;
Civic Engagement Local Project Awards -$720,584 ; Total $980,584.
Applicants should recognize, however, that the continuation
award for the second and third year of the project is contingent
upon the availability of Title IV funds and satisfactory performance.
Grantees are required to cover at least 25% of the total program
costs from non-federal cash or in-kind resources. Funding under
this announcement will be for one year with the opportunity
for two additional years of funding. The program and budget
periods will be September 30, 2007 through May 31, 2008. Subsequent
budget periods will start on June 1st and end on May 31st.
Eligibility: Public and State controlled institutions of higher
education; Others (see text field entitled "Additional
Information on Eligibility" for clarification); Native
American tribal governments (Federally recognized), State governments;
City or township governments ; Private institutions of higher
education; Nonprofits having a 501(c)(3) status with the IRS,
other than institutions of higher education, Faith -based and

include domestic public or private and non-profit entities,
including state, local and Indian tribal governments, faith-based
organizations, community-based organizations, hospitals, and

capacity to award local project grants nationwide; demonstrate
an understanding of civic engagement programs and volunteer
programming; and have extensive experience in providing technical
assistance and grants to community based organizations nationwide
involved in programs serving seniors or senior volunteers.
County governments
Description: Under this announcement, the Administration on
Aging (AoA) will fund one cooperative agreement for a national
technical assistance center which, in turn, will solicit and
award competitive grants for innovative, local, multigenerational
and civic engagement projects. This center will provide training
and technical assistance to these grantees and disseminate
information about the programs. Applicants for this opportunity
must solicit and fund local projects and demonstrate extensive
experience in providing training, technical assistance, evaluation
and guidance to local civic engagement volunteer projects.
They will be asked to identify and disseminate best practice
models, provide guidance on program evaluation and provide
a report on ways to enhance volunteer activities in the aging
network, with particular attention on modernizing OAA programs
to support innovative, and flexible volunteer service opportunities
that attract Baby Boomers. The successful applicant should
consider how it can design its technical assistant component
in a way that supports AoA’s goals and objectives as
outlined in the 2007-2012 Strategic Action Plan available at

The successful grantee must solicit and fund applications for
local projects within three (3) months of receipt of an award.

Description: The purpose of the SBIR program is to provide

if the research is successful. Research proposals are accepted
in any of the following topic areas: 1) Forests and Related
Resources; 2) Plant Production and Protection - Biology;

Technical and Supervisory Assistance (TSA) Rural Housing Program

be awarded to eligible applicants. No single award will exceed
$100,000. No more than one grant per State will be awarded.
The Agency will only accept one preapplication per organization
for funding consideration. The State Director may submit multiple
preapplications, ranked in order of preference, to the National
Office for consideration.
Eligibility: The applicant must be a nonprofit corporation,
agency, institution, organization, Indian tribe or other association
in accordance with 7 CFR part 16. This also includes faith-based
and community organizations. A private nonprofit corporation,
which is owned and controlled by private persons or interests,
must have local representation from the area being served,
be organized and operated by private persons or interests for
purposes other than making gains or profits for the corporation,
and be legally precluded from distributing any gains or profits
to its members.

Concentrating Solar Power (CSP)

Eligibility: All types of entities are eligible to apply, except
other Federal agencies, Federally Funded Research and Development
Center (FFRDC) Contractors, and nonprofit organizations described
in section 501(c)(4) of the Internal Revenue Code of 1986 that
engaged in lobbying activities after December 31, 1995.
Description: The mission of the Department of Energy’s
Solar Energy Technologies Program (SETP) is to conduct research,
development, and deployment (RD&D) activities to accelerate
the widespread commercialization of clean solar energy technologies
across America, diversifying the Nation’s electricity
supply options, while increasing national security and improving
the environment. The Solar Program supports the development
of Concentrating Solar Power (CSP) technologies that address
market barriers for utility-scale generation of electricity.
CSP systems utilize the heat generated by concentrating and
absorbing the sun’s energy to produce electric power.
The concentrated sunlight produces thermal energy to run heat
engines or steam turbines for generating power. Although CSP
plants can be configured in all sizes, they have been most
cost effective when they produce greater than 100 MW. Therefore,
CSP systems are strong candidates for centralized power applications
by utilities. Three main Topic Areas of interest are included
in this announcement (1) thermal storage; (2) trough component
manufacturing; and (3) advanced CSP systems and/or components.
The objective of the thermal storage topic area is to develop
low cost, high temperature storage that enables trough technology
to reach its 2020 cost goal. To achieve this goal, storage
cost of less than $15/kWh thermal is desired with round trip
efficiencies at or greater than 93%. The objectives of the
trough component manufacturing topic area are to lower the
cost of major components of a trough system and to establish
manufacturing capability of those components in the United
States. The objective of advanced system/component development
is to identify concepts that can generate low cost power (under
7¢/kWh) with storage (12-17 hours) by 2020. Applicants
may propose either an entire system or focus on a component
of a CSP system. In either case the objective is to identify
and develop new approaches that could dramatically lower the
cost of CSP.

Climate Economic Workshops
Funding Source: The U.S. Environmental Protection Agency (EPA)
Funding Amount: $500,000 total funding. EPA anticipates award
of one to three cooperative agreements resulting from this
announcement, each approximately $100,000 per year, subject
to the availability of funds, and the quality of proposals
submitted.
Eligibility: Proposals will be accepted from States, local
governments, territories, Indian Tribes, and possessions of
the U.S., including the District of Columbia, international
organizations, public and private universities and colleges,
hospitals, laboratories and other public or private nonprofit
institutions. Non-profit organization, as defined by OMB Circular
A-122, means any corporation, trust, association, cooperative,
or other organization which: (1) is operated primarily for
scientific, educational, service, charitable, or similar purposes
in the public interest; (2) is not organized primarily for
profit; and (3) uses its net proceeds to maintain, improve,
and/or expand its operations. For this purpose, the term "non-profit
organization" excludes (i) colleges and universities;
(ii) hospitals; (iii) state, local, and federally-recognized
Indian tribal governments; and (iv) those non-profit organizations
which are excluded from coverage of this Circular in accordance
with paragraph 5 of the Circular. Non-profit organizations
described in Section 501(c)(4) of the Internal Revenue Code
that engage in lobbying activities as defined in Section 3
of the Lobbying Disclosure Act of 1995 are not eligible to
apply.
Description: This is a new solicitation opportunity. EPA seeks
proposals from eligible entities interested in advancing state-of-the-art
and public understanding of climate economics through a series
of workshops. Proposals should outline potential topic areas
for workshops. Proposed workshop plans may seek to enhance
the understanding of various topics in climate economics. Such
topics include, but are not limited to, the following: Economic
analysis of specific climate policy features, such as offsets,
safety valves, allowance banking provisions, and early reduction
credits; State and U.S. regional economic impacts of climate
programs; International economic effects of climate programs;
Tradeoffs between establishing a strong carbon market price
signal for investment purposes and the flexibility to adjust
the targets of climate programs as new information becomes
available; Economic impacts of various international climate
change scenario assumptions; Modeling new and advanced technologies
to meet Green House Gas (GHG) mitigation targets, such as carbon
capture & storage and biofuels; Sensitivity of climate
economic analysis to key assumptions such as the discount rate;
Analysis of the benefits of mitigating GHGs; Analysis of the
air quality co-benefits of GHG mitigation; and Technical modeling
issues
All proposals must demonstrate the candidate’s ability
to successfully organize a series of workshops that advance
the understanding of economic issues in the climate change
community.
