Eligibility: nonprofit community organizations, parent groups,
anti-drug coalitions, juvenile and probate courts, faith-based
organizations and other public and private nonprofit entities
with a 501(c)(3) status. Only one application will be accepted
by each organization; multiple programs/multiple sites will
not be funded.
Description: For evidence-based programs or prevention strategies
that (1) prevent youth drug use and violence; (2) involve parents
and communities; and (3) are coordinated with related state,
school and community efforts and resources to foster a safe
and drug-free learning environment that promotes student academic
achievement. Priority will be given to programs that target
youth not normally served by their local educational agencies
and community organizations, i.e. youth in juvenile detention
facilities, runaway or homeless youth, pregnant and parenting
teenagers, school dropouts, children of parents in treatment
or prison. Special consideration is given to applicants that
pursue a comprehensive approach to drug and violence prevention
that includes incorporating mental health services related
to drug and violence prevention in their program. There are
four application categories: (A) Community Prevention Programs;
(B) After-School Prevention Programs; (C) Alternative Schools;
and (D) Summer Prevention Program.

Florida Sea Turtle Grants for Research, Conservation, and
Education Programs
Funding Source: Funded by a portion of the revenues from
Florida's Sea Turtle Specialty License Plate and administered
by the
nonprofit Caribbean Conservation Corporation,

Eligibility: Local Florida governments, Florida-based nonprofit
organizations, and education and research institutions that
actively participate in marine turtle research, conservation,
and educational activities within the state of Florida are
eligible to apply for funds. Grant expenditures will be made
based on the funds collected.
Description: Competitive grant funding can be requested for
projects in one of three categories: Conservation: Protection
of marine turtles, their nests, and hatchlings from harmful
activities on the nesting beach. Also includes the care and
rehabilitation of sick or injured sea turtles. Education:
The development, production, and distribution of educational
materials
and programs that promote the understanding of the biology,
health, life history, and habitat needs of Florida's marine
turtles and the protection and conservation of these species.
Research: Research directly related to the conservation of
marine turtles. Such research should provide information
for the improvement of strategies to protect marine turtles
and
may include assessments of coastal lighting; beach nourishment;
coastal armoring and other shoreline protection structures;
in-water distributions; developmental habitats; migration
patterns; rehabilitation of injured or diseased marine turtles;
epidemic
diseases, including fibropapillomatosis; fishing gear; and
general life history information.

Under this program, OJJDP will fund substance abuse programs
or strategies that focus on prevention and/or intervention.
OJJDP is particularly interested in programs or strategies
that address substance abuse problems in an integrated, comprehensive,
communitywide approach that focuses on change not only at
the individual level, but also at the family and community
levels.

Job Opportunities for Low-Income Individuals (JOLI) Program

Eligibility: Nonprofits having a 501(c)(3) status with the
IRS, other than institutions of higher education, Faith-based
and community organizations are eligible to apply. Non-profits
having 501(c)(4) status with the IRS are also eligible to
apply for this program.
Description: The purpose of the JOLI program is to create
jobs to be filled by low-income individuals. JOLI grantees
provide
technical and/or financial assistance to private employers
in the community to assist them in creating employment and
business opportunities for individuals receiving TANF and
other low-income individuals. In order to create these sustainable
employment and other opportunities, funded projects focus
on
one of the following three program strategies: (1) new business
ventures, (2) business expansion, and (3) self-employment/micro-enterprise
projects. Applicants must state clearly both in the abstract
and at the beginning of the project narrative which one of
these three program strategies they will be using. While
OCS will accept applications that propose projects containing
more
than one of these program strategies, OCS strongly encourages
applicants to focus on only one.. Grantees must allot a minimum
of twenty percent of the JOLI funds received for the provision
of financial assistance to program participants. Interest
accrued on revolving loan funds must be used to continue
or expand
the activities of the approved project. Grantees establish
and maintain a formal, cooperative relationship with the
designated local agency responsible for administering the
Temporary Assistance
for Needy Families (TANF) program in the area served by the
project. Grantees also attempt to integrate their projects
with the larger economic development strategy within the
target communities. Grantees may focus their projects on
the following
strategy areas: new business ventures, business expansion
and self-employment/Micro-enterprise.

High-Risk Youth Offender Reentry and Family Strengthening
Initiatives

Funding Amount: It is anticipated that $15 million will be
available under this announcement, with $10 million allocated
to the High-Risk Youth Offender Reentry Initiative and $5 million
to the Family Strengthening Initiative, with awards ranging
from $250,000 to $1 million for a period of up to 4 years under
each. Applicants may apply for one or both components of this
initiative. It is recommended that applicants applying for
both components submit one combined application.
Eligibility: Applicants are limited to public agencies (including

departments of corrections, and tribal governments) and private

Description: The purpose of the High-Risk Youth Offender Reentry
Initiative is to facilitate juvenile offenders’ successful
transition to their families and communities following confinement
in a juvenile residential facility. OJJDP is interested in
using a promising approach to reentry that is integrated with
established community and faith-based services and resources.

a reentry model previously demonstrated by OJJDP as the Intensive
