Description: The LITC grant program is a federal program administered
by the Taxpayer Advocate Service, an independent organization
within the IRS that helps taxpayers resolve problems with the
IRS and recommends changes to prevent taxpayer problems. The
purpose of this program is to issue matching grants to non-profit
organizations providing (1) Representation of low income taxpayers
in controversies with the Internal Revenue Service (IRS) and/or
(2) programs to inform individuals for whom English is a second
language about their tax rights and responsibilities.

One -Year Rural Health Research Grant Program

Eligibility: Eligibility is open to public, private, and
non-profit including faith-based and community-based organizations.
Although
multiple applications may be submitted, only one award will
be made per entity. Rural Health Research Center grantee
awardees in 2004 are ineligible for this grant program. In

topics that the Rural Health Research Centers are already

Description: The Policy-Oriented One-Year rural Health Research
Grant Program provides grants to conduct and disseminate
policy-relevant research on issues of national significance
in the area of
rural Health services. Grant recipients examine critical
issues facing rural communities in their quest to secure
adequate,
affordable, high quality health services in areas of rural
health where such research is limited. Policy-oriented rural
health services research is useful because it informs policy-makers
on State, local and nation levels concerned with rural health
issues; and it enhances knowledge about rural health and
rural health services. These grants are designed to provide
support
both for entities established in the rural health services
research field as well as those entering this field. These
grants are also intended to advance specific areas of rural
health services research in which a limited amount of research
exists.

National Tech Asst. Center on Transition and Employment for
Youth with Disabilities

(3) additional
option years at approximately $1,000,000 per year, depending
on performance
Eligibility: Eligible applicants are consortia made up of
a minimum of three (3) entities which may include a combination
of any of the following: Public/private non-profits or for-profit
organizations including faith- based organizations, and universities
and colleges, with demonstrated appropriate experience and
expertise in conducting research and providing technical
assistance
about issues important to increasing employment opportunities
for people with disabilities. The expertise required should
include, but not be limited to: Education and career planning
for transitioning youth, including those with mental health
needs; comprehensive transition services delivery; strategies
for meeting employer demand and for systems change, professional
development strategies for youth service providers; and personal
assistance, transportation, health and other related employment
support services. There must be a prime or lead member of
the consortium who is responsible for overall grant management
and serves as the fiscal agent. All applications must clearly
identify the lead grant recipient and fiscal agent, as well
as all other members of the consortium applying for the grant.
In addition, the application must identify the relationship
between all of the members of the consortium. According to
section 18 of the Lobbying Disclosure Act of 1995, an organization,
as described in section 501(c)(4) of the Internal Revenue
Code
of 1986, that engages in lobbying activities will not be
eligible for the receipt of Federal funds constituting an
award, grant,
or loan. See 2 U.S.C. 1611; 26 U.S.C. 501(c)(4). Funding
restrictions apply. See Section IV(5).
Description: To fund a cooperative agreement to establish
the National Technical Assistance Center on Transition and
Employment
for Youth with Disabilities with a 24-month period of performance.
This Center will conduct research, disseminate information,
and provide technical assistance to a wide range of stakeholders
on topics relevant to improving post-school outcomes for
youth with disabilities including, but not limited to: Effective
practices, such as the emerging use of individual learning
or graduation plans, for aligning and improving the education
and workforce development systems to better meet employer
demand;
Innovative service strategies which workforce development,
and secondary and postsecondary programs and systems can
utilize to better meet the needs of transitioning youth;
Professional
development strategies for practitioners who work with youth;
and Effective models of multi-disciplinary interagency collaboration
and systems coordination needed to support youth in achieving
positive post-school outcomes through comprehensive service
delivery consistent with the Guideposts for Success.

Region 4 Wetland Program Development Grants

Eligibility: States, Tribes, local government agencies, interstate
agencies, and intertribal consortia are eligible to apply under
this announcement. Nonprofit organizations are not eligible
to compete under this RFP. EPA Headquarters administers the
national non-profit competition apart from the Regional local/state/tribe
competitions and expects to issue a separate competitive announcement
in the future. In order to be eligible for funds through this
competition, Tribes must be federally recognized, although “Treatment
as a State" status is not a requirement. Intertribal consortia
that meet the requirements of 40 CFR Part 35.504 are eligible
for direct funding. Intertribal consortia projects must be
broad in scope and encompass more than one State, Tribe, or
local government. Universities that are agencies of State government
are eligible to receive funds through this competition. Universities
that are not chartered as a part of State government are not
eligible. Universities * Projects must be performed within
one or more of the states of EPA Region 4 specifically, Alabama,
Florida, Georgia, Kentucky, Mississippi, North Carolina, South
Carolina, or Tennessee, to be eligible to apply for funding.
Description: Grants awarded under this announcement may involve
Geospatial Information. The goals of the Environmental Protection
Agency’s (EPA’s) wetland program include increasing
the quantity and quality of wetlands in the U.S. by conserving
and restoring wetland acreage and improving wetland condition.
In pursuing these goals, EPA seeks to build the capacity of
all levels of government to develop and implement effective,
comprehensive programs for wetland protection and management.
Wetland Program Development Grants (WPDGs) provide eligible
applicants an opportunity to conduct projects that promote
the coordination and acceleration of research, investigations,
experiments, training, demonstrations, surveys, and studies

Jobs to Careers: Promoting Work-Based Learning for Quality
Care (Research Grants)
Funding Source: Robert Woods Johnson Foundation (RWJF)
Funding Amount: Up to eight grants will be awarded in this
round of funding.
Research grants of up to $200,000 are available.
Eligibility: Scholars associated with educational institutions,
research organizations, health care providers or other public
or nonprofit organizations. Preference will be given to public
entities or nonprofit organizations tax exempt under Section
501(c)(3) of the Internal Revenue Code. Applicants may be independent
of or associated with organizations currently receiving Jobs
to Careers implementation grants.
Description: will support partnerships to advance and reward
the skill and career development of incumbent (currently employed)
workers providing care and services on the front lines of our
health and health care systems. The program seeks to develop
and redesign systems that support and institutionalize learning
and career advancement and test new models of work-based learning.
The research grants will support applied research to inform
these efforts. Research funded through this program will complement
and supplement learnings from the Jobs to Careers’ implementation
grants, which will fund partnerships of health and health care
employers and educational institutions to promote the program’s
objectives.
