High Growth Job Training Initiative Grants for the Long-Term
Care Sector of the Health Care Industry (HGJTI)

Funding Amount: Awards: 5; Estimated Total Funding: $2,500,000.
Cost Sharing: Yes
Eligibility: Applicants may be public, private for-profit,
and private non-profit organizations including faith-based
and community organizations. The application must clearly identify
the applicant and describe its capacity to administer the HGJTI
long-term care grant, in terms of organizational and strategic
leadership capacity and data management capabilities. Applications
for supplementation of distinct on-going projects, regardless
of funding source, are eligible for consideration under this
SGA; however, applications for renewal of existing projects
will not be considered. Please note that the applicant and
fiscal agent must be the same organization.
Description: Through the initiative, ETA identifies high-growth,
high-demand industries, evaluates their skill needs, and funds
local and national partnership-based demonstration projects
that: (a) address workforce challenges identified by employers;
and (b) prepare workers for good jobs with career pathways
in these rapidly expanding or transforming industries. When
linked to broader regional economic and talent development
strategies, the HGJTI approach strengthens regional employment
and economic opportunities. The products, models, and effective
approaches that result from HGJTI investments will be broadly
disseminated to employers, education and training providers,
and the workforce system to build their capacity to respond
to employers’ workforce needs. Grant funds awarded under
this Solicitation for Grant Applications (SGA) should be used
to implement industry-driven training solutions that address
the long-term care sector’s critical workforce challenges.
Each solution must take place in the context of a regional
strategic partnership between the workforce investment system,
long-term care employers, and education and training providers,
as well as other public and private sector partners that bring
critical assets to the table. Proposed solutions should take
full advantage of existing workforce development models, promising
practices, and tools. Solutions must either take an existing
promising solution, model, or approach to scale in the region
or adapt a solution that has been demonstrated to have positive
impact on the identified workforce development challenges in
another region.

Homeless Providers Grant and Per Diem Program NOFA
Funding Source: U.S. Department of Veteran Affairs
Funding Amount: Approximately $10 million is available annually
to organizations that have not previously received per diem
under the GPD
Eligibility: see each individual grant for eligibility requirements
Description: The NOFAs provide funding for organizations that
have not previously applied for or been granted per diem under
the Grant and Per diem Program (GPD), organizations eligible
to receive funding under the "per diem only" component
of the GPD, as well as grants for special needs populations
and for technical assistance provided to organizations that
serve homeless veterans.

Third Generation (WIRED) Initiative (Repeat)

Eligibility: The Governor must submit an application on behalf
of a specific, defined multi-county region and a regional
team of public and private partners.
Description: The goal of WIRED is to expand employment and
advancement opportunities for workers and catalyze the creation
of high-skill and high-wage opportunities in regional economies.
The Third Generation of WIRED is designed to position local
Workforce Investment Boards as leaders of a strategic regional
partnership. Through talent development strategies and integration
with regional economic development, this partnership can
drive economic transformation in regions and improve employment
and
advancement opportunities for workers. The third generation
is designed to fully engage local workforce investment boards
in collaborative partnerships and transformational leadership
within regional economies.

Women in Apprenticeship and Nontraditional Occupations (WANTO)

Funding Amount: Three Awards; Total Amount: $972,180; Award
Ceiling: $300,000, Cost Sharing: No
Eligibility: Only Community-based organizations (CBOs) including
faith-based organizations (FBOs)/registered apprenticeship
(RAP) programs or (RAP) consortia. Each CBO/RAP consortium
must consist of a minimum of:1) a construction industry Registered
Apprenticeship Program sponsor, and 2) a CBO (which may be
faith based) with demonstrated experience in securing job
training services from established training institutions
such as community
colleges, and providing placement and support services to
women in construction industry jobs.
Description: To establish a grant program for the purpose
of assisting employers and labor unions in the placement
and retention
of women in apprenticeship and nontraditional occupations.
To conduct innovative projects to improve the recruitment,
selection, training, employment, and retention of women in
apprenticeships in the construction industry.

Community Action for a Renewed Environment (CARE)
Funding Source: U.S. Department of Environmental Protection
Funding Amount: EPA anticipates awarding 5 – 10 Level
I cooperative agreements ranging in approximate value from
$75,000 to $100,000. Most Level I agreements are expected to
be funded at the level of about $90,000 with a maximum value
of $100,000.
EPA also anticipates awarding 6 – 8 Level II cooperative
agreements ranging in approximate value from $150,000 to $300,000.
Most Level II agreements are expected to be funded at about
$275,000 with a maximum value of $300,000.
Eligibility: Eligible applicants include: private, public and
state controlled institutions of higher education; nonprofits
having a 501(c)(3) status with the IRS, other than institutions
of higher education; state, county, city, and township governments;
and Native American tribal governments (Federally recognized).
Description: Solicits proposals for financial assistance to
eligible entities through the Community for a Renewed Environment
(CARE) program. CARE is a unique community-based, community-driven,
multimedia demonstration program designed to help communities
understand and reduce risks due to toxics and environmental
pollutants from all sources. The CARE grant program will help
communities form collaborative partnerships, develop a comprehensive
understanding of the many sources of risk from toxics and environmental
pollutants, set priorities, and identify and carry out projects
to reduce risks through collaborative action at the local level.
CARE’s long-term goal is to help communities build self-sustaining,
community-based partnerships that will continue to improve
human health and local environments into the future. This is
the third year requesting proposals for the CARE grant program;
the first was in the spring of 2005. The objective of the CARE
grant program is to investigate the effectiveness of the CARE
process--whether this cross-Agency, multi-media program provides
greater environmental benefits than either non-collaborative
or single media approaches.

Solar America Initiative (SAI) Market Transformation: Solar
City Strategic Partnerships

Eligibility: Restricted to Cities by Census http://www.census.gov/population/cen2000/phc-t5/tab02.pdf This eligibility was made to maximize visibility of Federal
investment in solar infrastructure given limited Federal resources
and a 2015 timeframe for SAI success. Eligible Cities may form
teaming arrangements with other cities in close geographical
proximity including unincorporated places that are not eligible
to apply on their own and cities with populations less than
100,000. The eligible City, however, must apply as the prime
recipient and DOE will provide its assistance only through
that prime eligible City. Federally Funded Research and Development
Centers (FFRDCs) are ineligible to apply or contribute to the
Applicant’s proposed projects under this FOA.
Description: To form strategic partnerships with U.S. cities
as part of the U.S. Department of Energy’s (DOE’s)
SAI MT. These partnerships are intended to help accelerate
the adoption of solar technology at the local level by engaging
city governments, as important end users of energy, key intermediaries
to other end users within their jurisdiction, and regulatory
entities. It is critical that the city express a commitment
to a city-wide approach to integration of solar energy into
city planning and processes, as well as to large-scale implementation
of solar technologies between now and 2015. Additionally, through
SAI City Strategic Partnerships, DOE may provide tailored Technical
Assistance to the Recipient to accomplish the project goals.
The Technical Assistance provided to support the project will
not be a part of the Cooperative Agreement. Technical Assistance
described under this Notice will be provided via a Memorandum
of Agreement (MOA) between DOE, the organization selected to
receive the Technical Assistance, and the “Tiger Team” members
providing the Technical Assistance. A MOA is a collaborative
agreement between the Federal Government and the Recipient
to work together on a mutually beneficial activity. The MOA
will detail the scope of the activities, the forms of collaboration,
the responsibilities of the partners to the Agreement, and
the treatment of any potential intellectual property. Under
the MOA, each partner will perform its portion of the activities
utilizing its own resources. Federal funding cannot be provided
to a partner under a MOA.

EDA Excellence in Economic Development Awards 2007

Funding Award: Award ceremonies will be held in the winners’ respective
communities following EDA’s announcement of the seven
winning nominations on May 30, 2007. The Awards are commemorative
and each winner’s congressional delegation will be invited
to present the Awards together with senior officials of the
Department of Commerce

and colleges.

Stand-Down Grants For Homeless
Funding Source: Help America Foundation LTD
Funding Amount: Approved grants for one-day programs will be
$2,500. Two-day programs will be eligible for $5,000. Stand
Downs of three days or longer will be eligible for $7,500.
Eligibility: Eligible 'Stand Down' programs must be organized
by a community- based service organization with a 501C3 IRS
designation, and must be listed on the National Stand Down
Registry maintained by the National Coalition for Homeless
Veterans http://www.nchv.org.
Description: To provide volunteer and financial aid to organizations
which support the poor and underprivileged and needy and/or
homeless Americans, including men, women, children and veterans
of war. We are also proud to support the families of active
military personnel called to duty.
