Program Manager

Position: Program Specialist - Incumbent Worker Training
Division: Business and Workforce Opportunities 
Reports To: Program Director, Customized Training and Business Competitiveness Council
Close Date: December 18, 2009, 5pmEST

SUMMARY

This position is responsible for coordinating the marketing, administration and management of the state’s Incumbent Worker Training (IWT) program to support and strengthen Florida’s businesses, especially small businesses, and the persons they employ, stay competitive in the domestic and global marketplace through skills upgrade training of their workforce consistent with the intent of Section 445.003 F.S.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  • Serve as primary IWT liaison with training providers, employers, governmental entities, economic development practitioners, the Florida Economic Development Council, the Florida Chamber of Commerce and other applicable business associations and groups. 
  • Develop and coordinate the application and financial viability review, grant award and contract management processes and procedures in the most expeditious manner possible.
  • Coordinate monthly processing and approval of all reimbursement payments.
  • Utilize technology to facilitate the data collection, analysis and management of the IWT program.
  • Ensure state, federal and other data collection and reporting requirements of the program are met.
  • Provide technical assistance and conduct training seminars and workshops.
  • Analyze grant applications for compliance and financial viability, obtain information to complete application and make funding recommendations.
  • Evaluate budgets and assist in negotiating contracts to leverage IWT training funds with other state, federal and private funds.
  • Assist in developing performance measures to evaluate long-term effectiveness.
  • Obtain and compile information on incumbent worker training programs from other states and represent Florida at relevant meetings and conferences.
  • Conduct research projects and provide information to appropriate entities.
  • Assist in marketing the program to identify employers needing IWT especially in those areas of state where there have few or no applications received. Ensure that press releases, notices to legislators, reports, mail outs and other marketing information are provided as needed.
  • Monitor program budget for grant compliance and fiscal accountability.
  • Recommend legislative proposals and policy and procedures changes as necessary for continuing improvement and usefulness of the IWT program.
  • Train designated support staff to assist with IWT program duties as needed.
  • Serve as resource staff to Business Competitiveness Council and its respective committees.

MINIMUM QUALIFICATIONS REQUIRED

A Bachelors degree from an accredited college or university and three (3) years of professional experience in workforce development, economic development, program planning, fiscal/grant compliance, management, and administration.

Knowledge of principles and practices of developing and administering training programs.

Knowledge of contract negotiation processes.

Ability to plan, organize, market and direct program activities.

Ability to formulate policies and procedures.

Ability to communicate effectively verbally, in writing, and in front of audiences.

Ability to utilize problem-solving techniques.

Ability to travel and work extended hours.

PREFERRED QUALIFICATIONS: 

Demonstrated ability to negotiate contracts.

Knowledge of Florida’s targeted industry sectors, workforce development systems, job training issues, economic development incentives and programs.
