Below is all the information available to date related
to the New Red & Green Report measures and procedures which
are to be implemented for the program year which begins July
1, 2005 (PY 2005-2006)
There are 3 pdf files: 1) The status report narrative which
includes the new definitions and background information all
changes from last year; 2) Tables with 2003-2004 outcome data
for the proposed new youth measures; and 3) Tables based on
12 months of data for the state participation rate vs the federal
participation, which is to become a new Red & Green measure.
Unfortunately, not everything is final. Pending federal waivers
may impact the methodology for the new youth measures. AWI
is still in the process of developing and testing a change
in the Wagner-Peyser Entered Employment Rate measure. Decisions
are still pending regarding changes in OSMIS required to accommodate
the New Red & Green measures and procedures. Therefore,
more information will follow. AWI or WFI will keep the regions
posted on all developments. AWI will post on its web site comprehensive
regional-level data pertaining to the methodology for the new
youth measures by July 12. Also it is our intention to follow
up the Year-End Red and Green for 2004-2005 with a second informational
report for the same period based on the “New Red & Green” format,
definitions, etc. AWI is scheduled to provide WFI all the data
necessary for this comparison report no later than Sep. 15.
Therefore, we should be able to distribute it soon thereafter.
