This Request for
Proposals invites applications
from FBCOs, Regional Workforce Boards, educational institutions,
for-profit and not-for-profit service providers and a wide
range of eligible entities offering to provide training,
job placement and other workforce-related services to 5 groups
of targeted populations: elders, persons with disabilities,
ex-offenders (adult), youthful offenders, and youth aging
out of foster care. Highly partnered proposals are strongly
encouraged, and advance collaborative involvement and signature
with Regional Workforce Boards (RWB) is mandatory. The total
grant “pot” is $1 million in federal Workforce
Investment (WIA) dollars, and so those assisted must meet
WIA eligibility requirements. The cap for each grant will
be $200,000 for projects in a single RWB service area, or
$400K for multi-regional projects, and funds will be available
for one year. Leveraging of other funds is encouraged and
will be scored as a competitive factor. Proposals are due
October 28, 2005. As you can see below, this RFP announcement
has been distributed to all RWBs and key local and state
partners, particularly those already serving the targeted
populations covered by this invitation.
