This conference call will highlight examples of how WIBs have developed non-financial partnerships with FBCOs through the referral process. Ms. Serr, from North Dakota, and Mr. Fowler, a private consultant on the state’s SHARE Network, will provide a live demonstration of the SHARE Network, North Dakota’s online directory of FBCOs, explaining how it has facilitated local referrals among FBCOs and One-Stops. The SHARE Network may be found by accessing jobsnd.com, the Job Service North Dakota web site. Ms. Koehler will describe the role they have played in enhancing customer access to One-Stops and facilitating referrals between FBCOs and local WIBs/One-Stops via: training on the customer registration process and the type of services available at One-Stops; locating mini-kiosks at FBCO sites; and creating specific forms for tracking referrals to facilitate communication and inform evaluation activities.

This conference call will highlight two different strategies employed by local WIBs for developing financial partnerships with local FBCOs. Mr. Beydler, Vice-Chair of the Memphis WIB will describe the process they went through as a board that led to the development and release of an RFP for an FBCO intermediary, which is believed to be the first such intermediary contract funded through local WIB resources. Mr. Kessenich from the Milwaukee PIC will describe the efforts they made as a pilot site for DOL’s Touching Lives and Communities initiative. The PIC encouraged one local FBO to partner with an existing PIC provider to provide needed employment services targeting hard-to-serve populations. Pastor McClelland from Word of Hope Ministries will describe how this partnership opportunity helped them to build off of their existing training and employment ministries.
