The USDOL competition (SGA 02-20 & 02-21] to serve individuals
with mental disabilities [Olmstead Decision] will probably
have at least 2 applications submitted from/re Florida by the
8/21/02 deadline: a local planning proposal (up to $150 K)
from WorkPlus, the Workforce Board for the Leon/Gadsden/Wakulla
area, and a state-level demonstration project covering Florida
and one other state (Oklahoma?) submitted by NAMI, the National
Alliance for the Mentally Ill. Both will be receiving letters
of support from the state's Olmstead grant project director.
Earlier the Florida Institute for Workforce Innovation (FIWI)
had indicated their initial intention to apply, but subsequently
announced that they would not. If there are any other proposals
in the works and arrangements have not already been made for
the required state-level review/support, please let Mike
Switzer know ASAP so arrangements can be made. We have
now established good communications among the folks at the
Governor' s office, DCF and DMS that are involved in ADA and
Olmstead oversight/implementation. Note the other is a separate
grant clearance process for many other HHS/DCF, DEP, DOL/AWI,
etc. programs, and state-level signoff by the Department of
Environment Protection (DEP), but none of the pending grant
competitions require that step. If and when future relevant
grant competitions require that procedure, we will provide
more detail and troubleshoot as needed.
