Concept Submission Form Guidelines

It is the policy of Workforce Florida, Inc. (WFI) to elicit input and program recommendations from any party that wishes to contribute to the overall goal of creating a better-prepared workforce to facilitate business retention, expansion and recruitment. The process described here and the attached form provide an opportunity for any individual or group to present a program ‘concept’ for consideration by WFI.

NOTE: State and federal law requires Workforce Florida, Inc. (WFI) to use a competitive process-- Invitations to Bid, Requests for Proposals (RFP), Grant Solicitations-- to select contractors or grantees for workforce projects.  For this reason, individuals or groups that submit individual program concepts  for funding consideration through this process are advised that approval of their program concept will result in a competitive selection process in which they can participate if qualified and interested. No funding will be provided by WFI directly to an individual or group that submits a program concept.

1.       Please complete the entire concept evaluation form and provide specific information regarding the purpose of the proposed project and its scope of work. Failure to adequately describe the program concept may inhibit its consideration and may result in its rejection (attempt to address each of the ‘bullets’ under Purpose & Scope of Work)

2.       It is important that the targeted population be specified as funding for various types of targeted populations comes from different sources.

3.       Since program concept approval will result in a competitive selection to which the submitting individual/group will be invited to participate, financial information presented is not considered a price quote but should merely give WFI some idea of overall anticipated costs for the project. It is critical that financial information be provided, however, because a part of the concept consideration will be the identification of funds at the state level.

4.       Please limit the submission to not more than five (5) pages including the form. Individuals/groups submitting a program concept may be called to clarify or expand upon their submittal.

5.       The contact person listed should be someone who can answer specific questions about the proposed program. Also, the person or an individual from the group that submits a program concept for consideration will be required to be available to answer questions when the concept is scheduled for consideration at one of WFI’s three Councils.

Process

·         A confirmation letter will be issued to the contact person listed on the submittal. This letter may request additional information; may indicate that the concept has been accepted for consideration and identify the Council to which it will be assigned; or may reject the concept as being outside the purview or strategic plan of WFI.

·         Staff will schedule the program concept for review by the appropriate Council and advise the contact person to make arrangements to attend the meeting at which it will be discussed (most Council meetings are conducted via teleconference but some are scheduled along with the general meetings of the WFI Board).

·         If the Council approves the concept and identifies available funding from its discretionary funds, a recommendation will be developed to present the program concept to the WFI Board for final approval – all funding projects must be approved by the full Board or Executive Committee.

·         Once the Board has approved funding for the program, a bid or RFP or grant solicitation will be issued, evaluated and awarded. Contracts or grants will be developed after a selection(s) is made.
