The Career Council will focus on funding proposals
that will facilitate achieving Council objectives:
- Provide and promote redirection/diversion/prevention as
alternatives to welfare, whenever possible.
- Help families transition from public assistance to self-reliance
to self-sufficiency by developing a comprehensive self-sufficiency
plan that sets appropriate work-related goals/objectives,
identifies/addresses barriers to achieving those goals/objectives,
measures performance
in achieving objectives, and allows for plan modification
to improve performance.
- Promote and market skills upgrade training and work support
services to meet the needs of employers/businesses as well
as assisting
underemployed workers achieve job retention and career
advancement.
Council funding is limited to initiatives that specifically include
the following elements:
- Description of how the Employer Community needs will
be addressed
- Coordination with Regional Workforce Boards
as well as Regional
Workforce Boards to receive and administer funds
- Maximum leveraging of other funds (Federal, RWB, private
funds, etc.)
- Process for replication
- Plan for sustainability
- Non-duplication of existing projects/programs
Linked to Council objectives and funding initiatives are strategies
and tactics to specifically support the Council assigned priorities:
- Partner with DCF, Partnership for School Readiness
and RWBs to develop a plan to address all elements of TANF
Reauthorization.
- Develop a plan to maximize the return on investment of
all state resources.
- Develop a plan for going forward without specific funding.
